• Own end-to-end operational and KPI reporting, including metric definition, instrumentation, refresh cadence, and executive narratives • Develop and maintain metrics reflecting supply, demand, and operational performance across workstreams • Produce recurring reporting packages (weekly, bi-weekly, monthly) with clear storylines, insights, and decision points • Perform data analysis to support leadership decisions, including trend analysis, drivers, risks, and scenario comparisons • Establish and maintain standardized metric definitions to ensure consistency, trust, and alignment across reporting • Design how data flows across planning, sourcing, and operational systems into a unified reporting layer • Structure and manage the data backbone, including entities, hierarchies, mappings, and standards that enable cross-tool reporting • Integrate multiple reporting sources into consolidated, scalable models, reducing manual data reconciliation • Define and enforce data quality controls, including completeness, consistency, lineage, and reconciliation • Enable “dashboard as the aggregator” patterns, allowing leaders to move seamlessly from high-level insights to underlying data • Normalize and reconcile inconsistent hierarchies, rollups, and parent/child relationships using translation and mapping logic • Design and build scalable Power BI solutions, including datasets, semantic models, measures, and reusable reporting components • Apply best practices for tabular data modeling, metric calculations, and dashboard design • Optimize report performance and reliability through efficient model design, refresh strategies, and query optimization • Partner with stakeholders to translate ambiguous business questions into durable, scalable metrics and dashboards • Partner closely with planning, operations, sourcing, and strategy stakeholders • Act as connective tissue across teams to align on operational taxonomy, hierarchies, and reporting rollups • Influence decision-making through clear data storytelling and trusted, actionable insights

Job Requirements

  • Demonstrated experience delivering operational and performance insights that drive leadership decisions
  • Strong capability designing data models and reporting layers across multiple systems and tools
  • Proven ability to define KPIs, analyze trends, and translate findings into leadership-ready narratives
  • Strong stakeholder engagement, communication, and data storytelling skills
  • Minimum 2–4 years of experience with MS-SQL, Kusto, and Power BI
  • Advanced Excel or Python for data analysis
  • Project or process management, including tracking, reporting, and cross-functional coordination

The position receives referrals from Child Care Regulation and reviews case history, investigations and inspections to determine evidence sufficiency for corrective or adverse actions. The position assesses appropriate administrative penalties for deficiencies, conducts administrative reviews of Probation and adverse actions, minimum standards, waivers, and controlling persons, accepts referrals for judicial actions, and tracks cases through the legal processes. The position provides consultation and technical assistance to the regions and participates in statewide enforcement reviews and enforcement decisions. The position works with HHSC legal personnel and will testify in State Office of Administrative Hearings (SOAH) or district court. The position responds to management, media and legislative inquiries as appropriate. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
