The Senior Manager – Outside Plant (OSP) Construction is responsible for assuring that the overall outside plant network quality and capacity of service is appropriate to deliver our products and services effectively. Leads team that consistently identifies outside plant needs across the region through diligent project management techniques they design, gain approval, and build network OSP additions. This team will prioritize with respect to the need for action (the "when” something needs to be done). The emphasis in this assignment will be on designing, engineering, and developing OSP standards as well as care for all records aspects and cable counts that are to be used across the network. These network additions ensure we meet the needs of the company in a timely manner and within the overall TDS budget. This role offers telecommuting flexibility; however, due to business requirements, the ideal candidate resides in Indiana, Tennessee, North Carolina or New Hampshire. The indivdiual is expected to engage in travel for in-market support. Responsibilities - Functional oversight of an OSP project team to include; budgeting, P&L, project scheduling, all internal and external reporting, contractor and vendor management, quality control and project turnover. - Lead deployment meetings working with cross functional teams including engineering, permitting, and construction contractors - Manage the project schedule to ensure the project milestones and deadlines are met. - Effective and accurate management of project deliverables, schedule, budget, and invoicing to support the Managers-OSP Construction. Maintain project documentation and reporting. - Team level Management of all materials ordering, procurement, receiving, and chain of custody thereof for each project - Support team of Managers-OSP Construction in development of proposals and award/execution of project contracts and agreements - Lead, monitor, and mentor a team of OSP Construction Managers, field inspectors, and project analysts to ensure consistent execution and accountability across projects. - Collaboration with project stakeholders to include program and project managers, designers, engineers, permitting managers, material managers, and contractor teams to align construction activities with overall project timelines to ensure projects complete on time and on budget. - Ensure the proper execution of safety protocols by monitoring Managers-OSP Construction are performing site audits, and ensuring all construction activities adhere to internal safety standards and installing per TDS client plans and specifications and expectations. - Provide leadership, coaching, and professional development for direct reports and overall team members. Ensure regular one on one interaction with direct reports clearly communicating goals and expectations leading to positive conduct regular performance reviews and career growth. - Act as the primary interface and subject matter expert by preparing analysis / reports and interface with internal business units as well as external entities including state and industry associations and regulatory bodies as well as vendors. - Work with local municipalities to ensure adherence to governmental requirements, protocols, and to retain a good working relationships with key representatives and the communities served. - Participate in approval and monitoring the total outside plant projects’ capital and operating expense through direct use of the SAP financial system and other project management or workflow software and prepare/provide appropriate reports for stakeholders. Qualifications Required Qualifications - Bachelor’s degree or higher OR 4+ years professional work experience - 8+ years or more experience in the telecommunications industry with emphasis on outside plant construction as it relates to planning, operations, engineering, supervision, and project management functions. Other Qualifications - A thorough understanding of all engineering principles and standards of operations as applied to design and construction of telecommunications networks. - Knowledge of current telecommunications architectures and technologies such as: FTTx, copper, TAP, Ethernet, and plant records systems. - Working knowledge of PC hardware and software as applied to engineering and analyses (including word processing, databases, spreadsheets, online service, cad and electronic mail). - Excellent organizational skills. - Excellent written and verbal communications skills. - Excellent supervisory/leadership, customer relations, and communications skills. - The ability to build relationships. - The ability to think creatively and to instill this thought process throughout the team. - The ability to travel as needed, including the use of a motor vehicle.
