PCS Retirement

• Responsible for completion of annual nondiscrimination testing and Form 5500 filings for defined benefit retirement plans. • Collaborates directly with advisors, actuaries, auditors, and plan sponsors to provide consulting on plan design, funding contributions, and Form 5500 reconciliation. • Performs nondiscrimination, coverage, and top-heavy testing for defined benefit plans up to 250 participants, in accordance with documented procedures and IRS regulations. • Calculates annual required and discretionary employer contributions based on actuarial valuations and funding requirements. • Identifies and calculates corrective actions for testing failures or contribution errors in compliance with IRS correction programs (e.g., EPCRS). • Consults with plan sponsors to explain testing results, funding obligations, and any necessary corrective actions. • Assists in the preparation of IRS Form 5500 and related schedules, including Schedule SB and actuarial attachments, for defined benefit plan filings. • Supports plan audits by preparing required financial and actuarial documentation, including asset and liability reconciliations. • Assists with gathering and reconciling historical and current plan data during plan conversions, mergers, or terminations. • Ensures compliance with internal deadlines and regulatory filing requirements. • Performs other duties related to defined benefit plan administration and compliance, as assigned.

Job Requirements

  • 5–10 years of experience in defined benefit or retirement plan administration (preferred)
  • Ability to read and understand complex documentation related to defined benefit plan design, funding, and compliance
  • Knowledge of basic accounting principles and the ability to apply them to reconcile defined benefit plan assets and liabilities
  • Experience with FTWilliam.com software (preferred)
  • Willingness to pursue professional certifications such as the QPA, QKA, or CBS through ASPPA or Society of Actuary and Enrolled Actuary exams
  • Ability to reconcile trust statements and actuarial reports to plan assets and contribution schedules
  • Intermediate proficiency in Microsoft Excel, including use of formulas, pivot tables, and reconciliation templates
  • Adaptable and eager to learn and grow in a collaborative and evolving work environment
  • Self-starter with strong problem-solving skills and the ability to work independently
  • Capable of managing priorities and meeting IRS and DOL regulatory deadlines, particularly during peak seasons
  • Strong interpersonal, written, and verbal communication skills

These will be disseminated through different channels, including online, social media networks, partner networks, and donor reports. To meet this requirement, UNICEF would like to engage the services of designers for creating visually compelling and on-brand materials for UNICEF activities and programmes in Bosnia and Herzegovina. 2. PURPOSE OF ASSIGNMENT To meet these requirements, UNICEF would like to engage the services of designers to create professional, impactful visual designs for a wide range of UNICEF communication, advocacy, and knowledge products for different audiences. 3. OBJECTIVE(S) The overall objective is to set up a Long-Term Agreement to facilitate and expedite the process by which UNICEF in Bosnia and Herzegovina will hire designers as required for specific projects to develop materials that explain UNICEF's work in the field, raise awareness, and support fundraising from various partners and donors. 4. MAJOR TASKS TO BE ACCOMPLISHED Successful respondents must provide high-quality design services for a variety of print and digital products. Tasks include, but may not be limited to: Flagship Publications i. Design of cover pages for major reports and studies. ii. Layout of inside pages, ensuring readability and visual flow for text, data, and images. iii. Creation of original graphic elements, including graphs, charts, maps, and other data visualizations. ESTIMATED DURATION OF LTA The Long-Term Agreement will be for a duration of 2 years. The initial period would be for two years with an option for renewal for a subsequent year on the same rates, terms and conditions, subject to satisfactory performance evaluation and continuing need for the service. The services of the consultants selected under the LTA would also be made available to other UN agencies in BiH. 9. QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT - A minimum of a Bachelor’s degree in Graphic Design, Visual Communication, Multimedia Design, or a related field. A Diploma in a relevant field with significant experience can be considered in lieu of the degree. - A minimum of 5 years of professional experience in graphic design, with a strong portfolio demonstrating a wide range of work including publications, branding, infographics, and digital assets. - Proven experience working with NGOs, UN agencies, or in the social development sector is desirable. - Expert proficiency in industry-standard design software, specifically Adobe Creative Cloud (InDesign, Illustrator, Photoshop, Acrobat Pro). Knowledge of After Effects for motion graphics is a strong asset. - Strong understanding of print production processes, file setup (bleeds, color profiles CMYK vs. RGB), and digital design requirements. - Excellent typography, layout, and visual hierarchy skills. - Ability to translate complex data and concepts into clear, engaging visuals and infographics. - Meticulous attention to detail and a strong ability to follow and maintain brand guidelines. - Strong interpersonal and communication skills to interpret briefs and incorporate feedback effectively. - Ability to manage multiple projects and meet tight deadlines. TECHNICAL EVALUATION CRITERIA (WITH WEIGHTS FOR EACH CRITERIA) The selection of consultants for the LTA will be based on technical evaluation and financial offers in the ratio of 70:30. Only those candidates who meet the overall qualifying marks of 56 and score the minimum cut-off in each of the above sub-criteria, including the interview, will be considered technically responsive, and their financials will be opened. 70 Financial Score The selection of the consultant will be on the basis of technical evaluation & financial offer in the ratio of 70:30 30 TOTAL 100 11. PAYMENT SCHEDULE The LTA to be signed will have a fixed fee rate for 2 years. However, UNICEF does not warrant that any quantity of services will be purchased during the term of the LTA as this will depend on forthcoming needs. 12. CONTRACTS CREATED AGAINST THE LTA. Whenever designer services are required, details of the requirement/deliverables including quantities and deadlines will be presented to the top-ranking LTA holder. Should this consultant not be available for this assignment, UNICEF will contact the second ranked consultant and so on. Upon receipt of confirmation of availability and interest in the assignment, a contract will be issued with the prices/fees agreed in the LTA. The consultant must sign the contract prior to commencement of work. Payment will be made after completion of deliverables and submission of invoices for the actual work completed, subject to satisfactory performance. A Diploma in a relevant field with experience can be considered in lieu of the degree. - A minimum of 7 years of experience in media/journalism, public relations, communication and behaviour change communications, and advocacy is mandatory. - Experience in writing for the Government and/or UN Organizations is desirable. - Experience in copy editing is desirable. - Experience and quality of work demonstrably meet the highest international standards. - An excellent track record, along with experience writing about the social development sector, is desirable. - Excellent ability to conduct research and interviews whenever needed to build the communication material - Excellent ability to translate material gathered in interviews in English/BHS and vice versa - Ability to analyze, plan, communicate effectively orally and in writing draft reports - Proven knowledge and skills in creation of social media content Language: - Fluency in oral and written English is required - Native in BHS is required 10. TECHNICAL EVALUATION CRITERIA (WITH WEIGHTS FOR EACH CRITERIA) The selection of consultants for the LTA will be based on technical evaluation and financial offers in the ratio of 70:30. The criteria for technical evaluation will be as follows: Criteria Marks Max 1. Only those candidates who meet the overall qualifying marks of 56 and score the minimum cut-off in each of the above sub-criteria, including the interview, will be considered technically responsive, and their financials will be opened. 70 Financial Score The selection of the consultant will be on the basis of technical evaluation & financial offer in the ratio of 70:30 30 TOTAL 100 11. PAYMENT SCHEDULE The LTA to be signed will have a fixed fee rate for 2 years. However, UNICEF does not warrant that any quantity of services will be purchased during the term of the LTA as this will depend on forthcoming needs. 12. CONTRACTS CREATED AGAINST THE LTA. Whenever writer services are required, details of the requirement/deliverables including quantities and deadlines will be presented to the top-ranking LTA holder. Should this consultant not be available for this assignment, UNICEF will contact the second ranked consultant and so on. Upon receipt of confirmation of availability and interest in the assignment, a contract will be issued with the prices/fees agreed in the LTA. The consultant must sign the contract prior commencement of work. Payment will be made after completion of deliverables and submission of invoices for the actual work completed, subject to satisfactory performance.
