We are seeking a highly capable Program Resource Operations Analyst to support a mission-critical USTRANSCOM program implementing a next-generation system that enhances financial transparency and supply chain performance. In this role, you will operate at the intersection of workforce strategy, program operations, and compliance—serving as a trusted partner to program leadership. You will apply analytical thinking, sound judgment, and operational expertise to drive workforce planning, streamline onboarding processes, and ensure program readiness in a dynamic Department of Defense (DoD) environment. This is an opportunity to contribute meaningfully to a high-visibility program while exercising autonomy, ownership, and professional discretion in how work is executed. Responsibilities: Resource Management & Workforce Strategy - Serve as a strategic partner to the Resource Manager and PMO leadership to plan, forecast, and optimize workforce allocation across program priorities. - Analyze staffing trends, workforce gaps, and labor category alignment to inform resource planning decisions and program execution strategy. - Maintain and continuously improve workforce tracking tools, identifying opportunities to enhance reporting accuracy and operational efficiency. - Provide recommendations to leadership regarding staffing models, workforce risks, and optimization opportunities. - Coach and guide hiring managers on proper JR creation, interview techniques, and hiring processes. Onboarding Strategy & Execution - Lead end-to-end onboarding coordination, exercising independent judgment to ensure readiness of personnel, systems, and tools prior to start date. - Proactively identify onboarding risks or delays and implement corrective actions to ensure seamless Day One experiences. - Establish and refine onboarding processes to improve efficiency, scalability, and compliance across the program. Recruiting & Talent Alignment - Evaluate candidate submissions against program requirements, applying professional judgment to assess alignment with labor categories, skills, and program needs. - Partner with recruiting and hiring managers to facilitate candidate selection decisions, providing insights and recommendations where appropriate. - Drive interview coordination while ensuring an efficient and professional candidate experience. Compliance, Risk & Documentation Oversight - Ensure workforce onboarding and documentation processes comply with federal, DoD, and program-specific requirements, exercising discretion in handling sensitive information. - Review and validate employment documentation for completeness and accuracy, resolving discrepancies independently. - Monitor and track security clearance status and onboarding compliance, escalating risks and recommending mitigation strategies to leadership. Stakeholder & Partner Engagement - Communicate and act as a primary liaison between internal teams, subcontractors, and external partners to align workforce operations with program objectives. - Coordinate onboarding and access for partner personnel while ensuring adherence to program standards and timelines. - Influence and guide stakeholders to maintain alignment with workforce processes and expectations. Workforce Analytics & Reporting - Develop and maintain workforce dashboards, reports, and metrics to support data-driven decision-making by program leadership. - Analyze workforce data to identify trends, risks, and opportunities, and present findings with actionable recommendations. - Ensure accuracy and integrity of workforce data across systems and reporting tools. Offboarding & Lifecycle Management - Oversee offboarding processes, ensuring compliance, risk mitigation, and continuity of operations. - Evaluate offboarding trends and recommend process improvements to enhance lifecycle management. Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. Job Overview Summary This position works closely with internal and external clients to service as an IRB resource to assist in Advarra best practices, client onboarding, training and daily questions and/or concerns. Pay Transparency Statement The base salary range for this role is $50,000 - $66,974. Note that salary may vary based on location, skills, and experience and may vary from the amounts listed above.
