Leveraging its experience and expertise in gender equality and the empowerment of women, UN Women has been working on Climate Change Adaptation (CCA), Disaster Risk Reduction (DRR), supporting disaster and climate-vulnerable women from the most disaster-prone parts of the world, and generating knowledge through a series of research and studies to create evidence on how gender inequality drives vulnerability and marginalization of women and girls in climate-related crisis. UN Women’s efforts to mainstream gender in CCA/DRR & humanitarian policies strategies and actions, with the belief that such gender responsive CCA/DRR & humanitarian programmes and policies will lead to resilience building and empowerment of women and girls. EmPower Project In response to the intricated problems related to climate crisis, UN Women, in partnership with the United Nations Environment Programme (UNEP), is implementing a programme that aims at promoting human rights-based and gender-responsive climate action called "EmPower: Women for Climate-Resilience Societies (EmPower Phase 2 or EmPower II). EmPower II builds on Phase I, which was implemented in Bangladesh, Cambodia, and Vietnam, and aims. The second phase is scaled up for regional implementation, including expanding the program into two new countries, the Philippines and Indonesia. Drawing upon the phase 1 results including new regional commitments and national policies, availability of financial mechanisms and tools, methodologies, evidence, and knowledge as important baselines, the EmPower phase 2 will contribute to the overall project impact, “People in Asia-Pacific are less vulnerable to the impacts of climate change and experience greater gender equality and the full enjoyment of their rights, including equal access to a clean, healthy, and sustainable environment.” To achieve this goal, the project will mobilize resources to create changes in the following areas: - Outcome 1: Asia-Pacific actors, particularly Indonesian actors, increase action on gender-responsive climate change adaptation and mitigation. - Outcome 2: Women, in all their diversity and other marginalized groups, are represented as key environmental actors in climate and DRR decision-making; and - Outcome 3: Women and other marginalized groups in Asia-Pacific secure climate-resilient livelihoods. Local Action Plan Gender and Climate Change (RAD GPI) Indonesia has demonstrated strong commitment to advancing gender equality and climate action through national frameworks such as the Rencana Aksi Nasional Gender dan Perubahan Iklim (RAN-GPI). At the sub-national level, Aceh Province has further strengthened gender mainstreaming through regulatory frameworks, including the Rencana Aksi Daerah Pengarusutamaan Gender (RAD-PUG). However, the integration of gender perspectives into climate change policies and actions at the city level remains limited. Kota Banda Aceh, as a coastal urban area, faces increasing risks from climate change, including flooding, coastal abrasion, and extreme weather events. These risks intersect with socio-economic vulnerabilities, particularly at the household level where women play key roles in managing water, sanitation, energy, and family livelihoods. Despite this, gender considerations are not yet systematically integrated into climate change planning and implementation at the municipal level . Baseline findings on gender, climate change, and energy transition in Aceh (2025), developed by the Aceh Climate Change Initiative (ACCI), highlight that women are central actors in household-level adaptation but remain underrepresented in policy processes. In addition, existing development planning documents (e.g., RPJMD, RKPD) in Banda Aceh still reflect sectoral approaches, with limited integration between gender equality and climate action . To address this gap, UN Women Indonesia through a collaboration with Aceh Climate Change Initiative (ACCI) of Syiah Kuala University, will support the development of the Rencana Aksi Daerah Gender dan Perubahan Iklim (RAD-GPI). The process will adopt an evidence-based, participatory, and multi-stakeholder approach. Description of Responsibilities/ Scope of Work Under the overall supervision of the Programme Manager for Women’s Economic Empowerment and Sustainable Livelihoods, the Consultant will lead thoverall process of developing the Rencana Aksi Daerah Gender dan Perubahan Iklim (RAD-GPI) Kota Banda Aceh.
