We are looking for a Subcontracts Administrator. This position conducts federal and non-federal contract and non-contract purchasing activity of high complexity with minimal supervision. They assure compliance with a Federally approved procurement system, established corporate policy as well as client contract requirements. The ideal candidate will possess significant construction procurement experience, enabling effective management of purchasing activities for complex construction projects. Location: Remote Expected Outcome: - Prepare detailed Request for Proposal (RFP) packages: integrate scope of work; prepare RFP cover letter; prepare proposal guide (as required); select general provisions appropriate for work scope; obtain all appropriate technical specifications and reviews same for consistency with contract requirements (as required); and prepare special provisions as necessary. - Analyze suppliers’ proposals for compliance with requirements of RFP. Perform cost/price analyses as appropriate to determine cost/price reasonableness. Obtain all required pre-award certification and representations. Analyze supplier exceptions to terms and conditions of purchase and establish appropriate positions based on risk with assistance from functional management as appropriate. - Negotiate or assist requisitioners in negotiating all elements of supplier proposals as appropriate to ensure maximum value is received with minimum risk to Weston. - Prepare procurement files appropriate for the value of the purchase order and the client type under which the purchase order was prepared and consistent with Weston's established procurement procedures. - Provide administrative purchasing support as requested by the requisitioner/receiver responsible. - Assist in expediting all contractual deliverables (as required). - Manage change order process; resolve disputes; manage overall schedule; document purchase order administration. - Assist requisitioners by obtaining supplier cost information in support of budget preparation or proposal preparation. - Provide counsel to non-procurement personnel on any of the above noted responsibilities. - Evaluate repetitive purchasing activity within the limits of capabilities of position level with objective of consolidating purchasing activity with top-quality suppliers. - Support regions and major programs through direct management of capital procurement and project procurement, on an as needed basis, as directed by supervisor. - Plan, negotiate, implement and administer National Supply Agreements and promote utilization of same across the company. - Ensure Federal Acquisition Regulation (FAR) compliance for federal procurement, through direct participation/management of procurement process or by advising/consulting with operations personnel. - Participates in logistics activities ensuring timely delivery of purchased materials, supplies and equipment including expediting supplier deliveries, performing incoming inspection, and receiving comparing Purchase Order with supplier packing list and actual materials delivered and timely resolving receiving discrepancies and backorders with suppliers. - Interface with project managers, or within assigned divisions, representing the procurement organization through resolution of procurement related issues and forwards complex issues on to functional management for resolution. - Trains various organizations within the company in one-on-one or small group situations. - These job requirements are not exhaustive, and other duties may be assigned. Knowledge, Skills & Abilities: - Bachelor’s degree or equivalent experience, plus minimum 4 to 6 years related experience. - Minimum of 4 years demonstrated experience in construction procurement, including sourcing and expediting materials for commercial construction and renovation projects. - Able to read construction plans and assist with development of bills of material to support construction project procurement activity. - Progressive purchasing experience. - Strong influence and negotiation skills. - Federal procurement experience preferred. - Security clearance desired. - Strong writing and verbal communication skills. - Able to meet time sensitive deadlines and carry out multiple priorities simultaneously. - Analyze data and resolve issues. - Must be detail oriented.
