Software Development Manager, Data Platform

• Lead delivery of the Data Platform product and technical roadmap, guiding architecture and execution to ensure the platform scales reliably, performs efficiently, and continues to meet the evolving needs of customers and partners. • Lead, coach, and grow a team of data and platform engineers responsible for building and operating the Data Platform. • Collaborate with Product, domain SMEs, and downstream consumers to translate business and customer needs into clear platform roadmaps and delivery plans. • Provide technical leadership by guiding architectural decisions, reviewing designs, and ensuring implementations align with platform standards and long-term maintainability. • Ensure the Data Platform meets observability, privacy, security, and compliance requirements, working closely with QA, Security, and Compliance teams. • Drive operational excellence, including incident response, post-mortems, and continuous improvement of data freshness, accuracy, reliability, performance, and cost efficiency. • Partner with DevOps and DevSuccess to improve CI/CD pipelines, deployment practices, monitoring, and alerting for data systems. • Actively manage and reduce technical debt, balancing near-term delivery with long-term platform health. • Hire, onboard, and develop engineers, providing coaching, feedback, performance management, and career development support. • Serve as an escalation point for complex delivery, operational, or technical issues, helping teams navigate ambiguity and make sound trade-offs.
Job Requirements
- 4+ years of people management experience leading software or data engineering teams
- 8+ years of professional engineering experience, with a strong background in data engineering, platform systems, or distributed systems
- Experience leading teams that build and operate data ingestion pipelines, ETL workflows, and cloud-based data platforms
- Solid understanding of data lake architectures, data quality practices, metadata/cataloging systems, and data governance
- Experience delivering cloud-native systems on AWS, with awareness of scalability, reliability, security, and cost trade-offs
- Strong communication and leadership skills, with the ability to align engineers and stakeholders around shared outcomes
- Strong English language communication and collaboration skills

Role Description To assist with FOIA coordination and processing support to ensure the timely delivery of responsive documents, supporting NOAA Fisheries. To provide interdisciplinary legal expertise related to program planning and oversight in a team environment, developing performance metrics, coordination within and across agency lines, and legal interpretation of pertinent policies and guidelines. Responsibilities - Experience utilizing eDiscovery systems (i.e., Clearwell, etc.) to create cases, ingest and export data, troubleshoot, create user accounts, etc. - Experience performing legal editing duties. - Experience with FOIA coordination and processing, including updating weekly and monthly FOIA reports. - Experience handling administrative duties related to appeals administration. - Assisting the NMFS FOIA lead with the intake, scope perfection, assignment, tracking, and closure of NMFS FOIAs. - Recommending draft FOIA policies and procedures for Government review and approval. - Developing procedures for ensuring NMFS-wide compliance with FOIA regulations and policies and correcting/guiding/training as needed. - Reviewing FOIA requests for completeness and recommending the most appropriate lead office for each FOIA. - Coordinating with higher level and other agency FOIA offices as necessary. - Monitoring the timely processing of NMFS FOIAs and alerting government leads before a backlog situation arises. - Developing monthly and annual status reports on NMFS FOIA requests. - Attending and participating in monthly and quarterly NMFS FOIA conference calls, including preparing and disseminating agenda, meeting minutes, and action items. - Attending and participating in biweekly meetings with NOAA Office of General Counsel concerning FOIA matters. - Reviewing the NMFS FOIA program, policies, and procedures; identifying concerns and recommending improvements. - Utilizing federal FOIA software and websites, including FOIA online. - Developing FOIA acknowledgment letters, fee estimates, and interim and final response letters. - Identifying potential Subject Matter Experts (SME) within NMFS components who would likely possess records responsive to FOIA requests. - Searching for, reviewing, and redacting records potentially responsive to a FOIA. - Conducting FOIA scope clarifications with requestors. - Scheduling appeals interviews, including witnesses, and proposing witness interviews to appeals officers. - Drafting appeals notices, orders, and decisions for administrative judges. - Reviewing IG referrals and internal complaints and drafting case evaluations. - Alerting the NAO Chief of potential conflicts in an inquiry between the complainant, subject, and/or witnesses, and NAO staff. - Drafting inquiry interview questions, scheduling interviews, conducting interviews, and drafting interview summary statements. - Drafting referral responses, Report of Findings, and internal inquiry memoranda. - Researching statutes, regulations, case law, and policies for appeals, FOIA, and IG referrals and internal complaints. - Reviewing NOAA Office of the Chief Information Officer (OCIO) Unified Messenger System (UMS) search results for FOIA and inquiries and identifying relevant information in results. - Conduct FOIA training. Qualifications - 8+ years’ experience providing interdisciplinary legal expertise related to program planning and oversight in a team environment, developing performance metrics, coordination within and across agency lines, and legal interpretation of pertinent policies and guidelines is required. - Excellent verbal and written communication skills. - Adept at the federal FOIA website, FOIAonline, as well as Clearwell FOIA software. Requirements - Work Location: 1315 East-West Highway Silver Spring, MD 20910. - Performed 100% remote five days per week, but candidates must be able to come in to the office if/when needed. - Hours of Operation: Monday through Friday during normal business hours except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings.
