• Drive the end-to-end execution of technical projects, from planning through deployment • Collaborate closely with engineering, product, operations, and compliance teams to align on scope, deliverables, and timelines • Develop detailed project plans, timelines, and resource allocations • Monitor project progress, proactively identifying and addressing blockers, risks, or delays • Maintain transparency by communicating project status, milestones, and risks to stakeholders, including executive leadership • Ensure deliverables meet business needs, technical requirements, and quality standards • Champion agile best practices and continuously improve team workflows • Manage project budgets and resource allocation as needed • Maintain comprehensive, up-to-date project documentation

• Lead complex software implementations and cross-functional initiatives across Engineering, Data Science, Launch, and Customer Success. • Drive projects from SOW through delivery with speed, structure, and visibility. • Proactively identify risks before they become blockers. • Maintain real-time Kanban boards in Asana, enforcing work-in-progress (WIP) limits. • Drive weekly standups focused on blocker removal, risk surfacing, and forward momentum.

• Own Projects End-to-End • Lead multiple concurrent customer infrastructure buildouts from kickoff through production go-live. • Define scope, milestones, and timelines — often building the structure from scratch. • Keep projects moving with clear accountability and proactive follow-up. • Drive fast decision-making while protecting delivery quality. • Work closely with engineering and operations teams to sequence installs and cutovers. • Track hardware procurement, shipping, staging, and on-site installation. • Be the Customer Quarterback • Serve as the primary point of contact during infrastructure implementations. • Translate technical details into clear business updates. • Set expectations early and manage scope carefully. • Proactively communicate risks before they become issues. • Solve Problems in Real Time • Identify roadblocks and remove them quickly. • Manage vendor timelines and hold partners accountable. • Handle last-minute changes without losing control of the project. • Escalate strategically, not reactively. • Keep It Lean but Controlled • Maintain lightweight but effective project documentation. • Track budgets, timelines, and risk in practical tools (Smartsheet, Jira, Monday, etc.). • Build repeatable processes as the company scales

• Responsible for maintaining a kanban task board using NOAA approved tools (currently Github enterprise) • Responsible for administering a project management tool (Currently GitHub Enterprise - Replacement tool will be JIRA software development and Confluence) • Ensure that all submitted documentation completes the OAR Change Control process and any feedback provided by the IT Security Officer, System Owner or Enterprise Architect is addressed prior to moving solutions into production. • Coordinate with the contracting organization’s program office to enable timely problem resolution. • Facilitate product reporting in line with Agile delivery methods. • Ensure Agile development principles are employed; expected to work with the government to develop Product / Sprint plans and reporting in line with Agile delivery approaches. • Facilitate an Agile methodology among team members; coach Agile processes and remove impediments. • Coordinate and facilitate Agile ceremonies, including, but not limited to: sprint planning meetings, stand-ups, sprint reviews, and retrospectives and provide records consistent with statutory and regulatory requirements. • Manage team performance and metrics: Works with product leadership and the team to define relevant metrics that are formulated and utilized for meeting project objectives. • Team coaching and coordination: planning and coordinating training and coaching for the team on the Scrum processes. • Assist the Product Owner with management of the Product Backlog to maximize value. • Due to the agile and changing nature of workload, the contractor may be required to perform other software development and analysis activities in support of the development team such as User Acceptance Testing, system documentation, standard operating procedure documentation, user guide creation and change control documentation. • Performs other job-related duties as assigned.
