APAC Procurement Manager, Contingent Labor

Role Description He / she shall be responsible for Contingent Labor & shall be responsible for developing, managing, and optimizing the organization's contingent workforce program with focus on India & supporting countries like: Australia, Japan, China & Singapore. This role will lead the implementation and supply chain governance of a first generation Managed Service Provider (MSP) program, ensuring efficiency, compliance, and cost-effectiveness in the sourcing and management of temporary labor, contractors and service providers. - MSP Program implementation: - Support the end-to-end implementation of an MSP solution for contingent labor in India and other identified countries in APAC. - Partner with global and regional procurement, HR, legal and IT teams. - Manage transition from current staffing arrangements to the MSP model, ensuring minimal disruptions to operations. - Establish a negotiation strategy, including saving levers and performance metrics for our future vendors joining the program. - Procurement: - Manage sourcing, negotiation, and contracting with vendors. - Ensure supplier diversity, compliance with labor laws, and adherence to ethical procurement practices. - Drive cost optimization through rate benchmarking, demand management, and market intelligence. - Collaborate with business verticals to showcase opportunities, understand demand, and optimize talent supply chains. - Track and ensure approval of all cost reduction, cost avoidance, and other benefits from the contingent labor program. - Governance and compliance: - Implement governance structures for vendor and worker classification (FTE vs contractor). - Ensure compliance with Indian labor regulations, tax laws and company policies. - Support the development of standardized processes for onboarding, tenure tracking, extensions, and offboarding of contingent workers. - Maintain strong documentation and audit trails for contingent workforce engagements. - Stakeholder engagement: - Act as primary point of contact for vendors. - Partner closely with HR, finance, and business leaders to align contingent labor strategies with organizational goals. - Deliver executive reporting and insights on contingent workforce spend, performance, and risks. - Continuous improvement: - Identify opportunities to improve program efficiency, supplier performance, and worker experience. - Benchmark against best-in-class contingent workforce programs. - Lead Quarterly Business Reviews (QBRs) with key strategic vendors. - Contribute to global and/or regional procurement initiatives related to workforce strategy and category management. Qualifications - 7-15 years of experience in procurement or vendor management with at least 3-5 years focused on contingent labor or workforce solutions. - Proven experience managing an MSP program in India or across APAC. - Strong understanding of India labor laws, compliance frameworks, and supplier governance. - Experience working in multinational or matrixed organizations. Requirements - Strong stakeholder management and cross functional leadership skills. - Deep understanding of contingent workforce models and suppliers' ecosystems. - Proficiency with MSP/VMS platforms. - Analytical mindset with advanced Excel and reporting skills. - Excellent communication, negotiation and presentation abilities.
