Role Description Au sein du pôle Décisionnel, BI & Reporting, le Bureau ministériel des SIRH recrute, pour toute la durée du projet de déploiement du SIRH dans les établissements publics, un responsable de pôle décisionnel spécialisé dans le domaine de la data, disposant de connaissances solides en maîtrise d'ouvrage du SIRH. Role Description The Business Intelligence Manager serves as the primary technical owner and project lead for the enterprise BI ecosystem. This role is responsible for the end-to-end delivery of dimensional data models, semantic layers, and analytical reporting, ensuring that business stakeholders can rapidly access reliable data for decision-making. As a high-level individual contributor, this role acts as the lead architect and project manager for BI initiatives, bridging the gap between Data Engineering and business units. This position also serves as a key partner to Data Science by ensuring the BI layer provides high-quality feature sets for ML models. Primary Duties and Responsibilities: - Project Lifecycle Management: Lead the planning, execution, and delivery of BI projects, ensuring timelines are met and technical requirements align with business needs. - Architectural Ownership: Design and maintain the enterprise PCC dimensional data models and data marts, ensuring performance and long-term scalability. - Business Partnership: Collaborate directly with department heads to translate business questions into technical specifications and actionable dashboards. - Transformation & Integration: Hands-on development of complex data transformations, integrating disparate sources into the unified enterprise data model. - Reporting Standards: Establish and maintain best practices for BI development, report documentation, and data validation to ensure consistency across the organization. - Natural Language BI: Design, curate, and maintain natural language tools so that business users can “talk to their data” in a flexible and secure manner. - Operational Quality: Oversee the deployment process and perform quality assurance on all BI deliverables to ensure "single source of truth" accuracy. Qualifications - 5–7 years of experience in BI development, data warehousing, or data analytics. - Proven track record of leading technical projects or acting as a lead developer within a data team. - Bachelor’s degree in Analytics, Data Science, Mathematics, Computer Science, or a related field. - Master’s degree or relevant professional certifications (e.g., Databricks or Microsoft certifications) are a plus. Requirements - Technical Expertise: Expert-level SQL and advanced dimensional modeling (Kimball/Inmon) capabilities. - Platform Proficiency: Advanced experience with cloud data platforms (Databricks highly preferred) and visualization tools (Power BI). - Data Transformation: Mastery of Power Query, DAX, and SQL-based ETL/ELT processes. - Project Leadership: Ability to self-manage complex workstreams and prioritize requests from multiple stakeholders without direct supervision. - Communication: Strong ability to explain technical data structures to non-technical users in a clear and concise manner. - Systems Knowledge: Deep understanding of database management and familiarity with DataOps (version control, CI/CD) workflows.
