Role Description As part of the CWS National Legal Department, the Program Officer, Legal Services, works closely with the Associate Director of Legal Services to support CWS’s network of local immigration legal programs. The Program Officer plays a key role in strengthening operational excellence, compliance infrastructure, and program quality across the Legal Department. Under the direction of the Associate Director, the Program Officer provides logistical, travel, and operational support for legal projects—including rapid response initiatives such as workshops, clinics, and other time-sensitive deployments—ensuring coordinated execution across teams and helping to ensure the department can respond effectively to local office needs. The Program Officer collaborates closely with Department leadership and cross-departmental stakeholders to develop and manage resources and support the effective delivery of high-quality legal services. Responsibilities - Provide comprehensive administrative and operational support to the National Legal team, including conference coordination, training and meeting scheduling, website and SharePoint management, systems development, and finance support as appropriate. - Support the development, implementation, and ongoing management of legal department-wide policies and procedures. - Develop monitoring and tracking tools to enhance program delivery and ensure compliance with all relevant requirements. - Support the design and implementation of the program monitoring and evaluation plan and activities, including development and upkeep of program dashboards. - Manage compliance systems in collaboration with the Associate Director and Director, ensuring consistent application across programs. - Support Technical Assistance Staff Attorneys by maintaining a centralized library of training resources, and facilitate access to external professional development opportunities. - Support the Associate Director in designing, implementing, and maintaining the fee-for-service model. - Under the supervision of the Associate Director, provide support to the legal team on invoicing, budget monitoring and reimbursements as needed based on funding and activities. - Under the supervision of the Associate Director, support the planning and execution of legal department conference. - In coordination with the Associate Director and Director, contribute to the development of centralized systems for resource libraries, templates, program guidance, and monitoring. - Perform other duties and tasks, as required. Qualifications - Education: Bachelor’s degree - At least 3-5 years of professional experience, ideally related to refugees and migration, immigration legal services, and/or immigration policy, preferably with a non-governmental organization. - Demonstrated ability to produce high-quality and accurate documents, data reports, and other work product. - Strong organizational and systems-thinking skills, with demonstrated experience managing multiple projects simultaneously. - Excellent organizational and time management skills, and able to timely manage multiple projects at one time. - Excellent written and verbal communication skills in English. - Excellent analytical skills and attention to detail. - Demonstrated ability to work effectively with a high degree of autonomy and independence. - Strong interpersonal and diplomacy skills, including the ability to engage professionally with a range of partners. - Must be willing to travel domestically for monitoring visits, site visits, and program meetings. - Ability to work in a multi-cultural environment required. - Ability to work with several different teams remotely. - Ability to work on several different programs at the same time, as well as flexibility to manage competing priorities.
