Program Manager

• Serve as the primary interface to Government Program Office and the Contracting Officer’s Representative (COR) for all programmatic, operational, and performance matters • Maintain effective communication across Government stakeholders, subcontractors, clinical partners, and internal leadership to ensure coordinated program execution • Provide strategic leadership and day-to-day management of nationwide contract operations supporting medical services, drug testing, and physical fitness testing programs • Lead recurring program review meetings with Government stakeholders, presenting program performance, risks, operational challenges, and continuous improvement initiatives • Prepare executive-level briefings and status reports summarizing operational performance, compliance posture, and risk mitigation efforts • Ensure all contract deliverables are completed in accordance with the Statement of Work, applicable federal regulations and agency policies • Collaborate with Provider Network Operations and subcontractor partners to maintain sufficient testing site availability and operational readiness to meet contract requirements • Oversee operational readiness across testing sites, Test Administrators, and Emergency Responders by coordinating with Provider Network Operations and internal program teams to ensure contract requirements are met • Monitor nationwide operational performance metrics including scheduling, service throughput, compliance rates, training completion, and issue resolution timelines • Maintain and distribute updated operational guidance and training materials when protocol changes are issued by the Government • Ensure clinics and testing facilities maintain adequate inventory of specimen collection kits, Custody and Control Forms (CCFs), and shipping materials necessary to support testing operations • Ensure Test Administrators are regularly evaluated for procedural accuracy and compliance with medical, safety, and fitness testing protocols • Develop and implement corrective action plans to address performance issues and maintain service level agreements (SLAs) and contractual performance standards • Develop and submit required monthly program reports, including Test Administrator training status and performance metrics
Job Requirements
- Bachelor’s Degree or equivalent related work experience
- Minimum of three (3) years of experience supervising and managing staff
- Minimum of two (2) years of experience working in a medical services related program, drug testing, and fitness testing related program
- Knowledge of federal occupational health program requirements and drug testing regulations
- Demonstrated experience managing multi-site and geographically dispersed healthcare operations
- Experience serving as primary interface to a federal client
- Strong knowledge of quality assurance, compliance monitoring, and performance reporting in government contracts
- Excellent written, verbal, and executive communication skills
- If applicable, candidate must be able to successfully pass a federal background check and/or obtain and maintain additional clearances as specified by the contract

About the role Berry Street is building a modern, tech-enabled suite of diabetes programs designed to deliver high-quality, evidence-based care across prevention, education, and long-term management. Our approach combines clinical rigor with a scalable, technology-forward platform to meet the evolving needs of individuals living with or at risk for diabetes. We are seeking a Diabetes Program Manager to lead the design, development, and quality of Berry Street's diabetes-related programs — with a particular focus on asynchronous program models that can scale through technology-enabled care delivery. This is a part-time, contract role for a licensed clinical professional, with broad ownership across program operations and compliance, clinical quality, and curriculum evolution. You will work closely with operations, product, and data teams to ensure Berry Street's diabetes programs are effective, compliant, and built to scale. This role is ideal for someone with deep, hands-on experience in diabetes programs — including prevention and education — who is excited about designing async-first program models and shaping how high-quality diabetes care is delivered at scale in a modern digital health environment.
