Role Description GovCIO is currently hiring for a Product Manager to lead the strategy, delivery, and ongoing oversight of a custom‑developed product within the OCC portfolio. This role ensures that product goals, stakeholder needs, and technical execution remain aligned to support mission‑critical outcomes for the program. This position will be a fully remote within the United States position. - Creates integrated project plans for contract deliverables and new products in development projects. - Manages a project team comprised of a multidisciplinary staff. - Reviews, manages and controls status of projects and budgets; manages schedules and prepares status reports. - Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. - Develops mechanisms for monitoring project progress and for intervention and problem solving with team members and line managers. - Generally reports to a Program Manager. - Manages the direction of a project through the design, implementation, and testing in accordance with project objectives. - Defines requirements and plans project lifecycle deployment. - Supervises professional and technical support personnel performing in their regular disciplines. - Schedules tasks and coordinates with various team members to accomplish the results. - Manages the integration of vendor tasks and tracks and reviews vendor deliverables. - Ensures adherence to quality standards and reviews project deliverables. - Conducts project meetings and is responsible for project tracking, analysis and reporting. Qualifications - Bachelor's with 2-5 years (or commensurate experience) - Proven experience as a Product Manager overseeing custom software development projects. - Strong ability to define product vision, roadmap, and measurable outcomes. - Experience working within Agile/Scrum environments and leading cross‑functional teams. - Demonstrated ability to gather, prioritize, and translate stakeholder needs into clear technical requirements. - Solid understanding of product lifecycle management for enterprise or mission‑critical systems. - Excellent communication skills with the ability to collaborate across technical and non‑technical stakeholders. - Experience managing vendor or contractor teams and evaluating delivery against requirements. - Strong analytical and problem‑solving skills, including data‑driven decision‑making. - Clearance Required: Public Trust Requirements - Experience supporting federal programs or working within the VA/OCC environment. - Background with human‑centered design, user research, or usability testing. - Familiarity with modern tech stacks, APIs, cloud platforms, or DevSecOps practices. - Experience with backlog management tools such as Jira, Azure DevOps, or similar. - Knowledge of compliance standards, data governance, or healthcare‑related systems. - Experience working with distributed, remote teams.
