Senior Application Developer

State of Washington

Role Description This recruitment is open to Washington residents and those residing on the ID/WA and OR/WA borders. We are hiring for 2 project positions that are currently funded through June 30, 2027. As the Senior Application Developer, you will design, build, and maintain critical web-based applications and data systems that support statewide public health operations. This recruitment will fill two project positions within the Office of the Secretary & Agency-wide Systems and Operations (OSAO) team, each leading development work for a major statewide initiative: the One Washington system integration effort and the WAHEALTH Real-Time Bed Tracking system. These positions serve as a senior technical specialist responsible for modernizing legacy applications, building new integrations, and ensuring the agency’s systems remain secure, reliable, and capable of supporting core business functions. In this role, you will independently design, develop, test, implement, and maintain complex applications that interact with enterprise data systems and cloud platforms. You will work across the full development lifecycle, including application architecture, database development, testing, deployment, and ongoing system improvements. These systems support critical data reporting and operational coordination across state agencies, hospitals, local health jurisdictions, and other partners. Your work will help ensure the reliability, security, and performance of systems that public health professionals depend on to monitor health data and respond to emerging needs across Washington. Key Responsibilities Include: - Design, develop, and maintain web-based applications and enterprise systems that support public health programs, business operations, and statewide data reporting requirements. - Lead development for major statewide initiatives, including system remediation and integration with the One Washington platform and development of the WAHEALTH Real-Time Bed Tracking system. - Build and manage complex data systems, including relational databases, ETL pipelines, and data services that support reporting, analytics, and system integration. - Implement modern development practices using tools such as Azure services, DevOps pipelines, and source control platforms to support continuous integration, deployment, and high software quality. - Ensure application security, performance, and compliance by applying coding standards, security controls, and testing practices aligned with state and federal requirements. - Plan and coordinate system implementations, including developing project plans, managing timelines, and communicating progress with technical teams and program partners. - Analyze and resolve complex technical issues, identifying root causes, researching solutions, and implementing improvements to maintain system reliability. - Mentor developers and review code to strengthen coding standards, promote secure data practices, and support consistent development across the team. Why You’ll Love This Role: - Work on large-scale technology systems that support mission-critical public health programs across Washington. - Apply your full-stack development and data engineering expertise to complex enterprise applications and modern cloud platforms. - Contribute to systems that enable health data reporting, emergency preparedness, and statewide health coordination. - Support public health partners including hospitals, local health jurisdictions, and state agencies—by building the systems they rely on to make informed decisions. Qualifications - You are a skilled developer who enjoys solving complex technical problems and building systems that people depend on. - You write clean, maintainable code, think critically about system design, and communicate effectively with both technical teammates and business partners. - You bring curiosity, a commitment to continuous learning, and a collaborative mindset. - You understand that reliable technology plays an important role in supporting the programs and services that help protect and improve public health in Washington. Requirements - There are multiple pathways to qualify for this position. You must meet one of the options provided and any additional criteria listed.
