Use statewide and regional data to identify gaps, assess needs, and inform priorities. • Provide evidence-based recommendations on SUBG fund allocation to ensure alignment with SAMHSA and statutory requirements, and assist with evaluation activities measuring program reach, outcomes, and impact. Collaboration, Cross Division Coordination, and Subject Matter Expertise: Serve as a SUBG Subject Matter Expert by delivering presentations, training, and technical guidance to AHCCCS staff, contractors, and stakeholders. Collaborate with internal divisions—finance, quality, analytics, and policy—to support coordinated SUBG implementation and contribute to contract language, policy, and process development. Participate in cross-cutting initiatives, workgroups, and stakeholder meetings; support capacity building for partners; represent AHCCCS in state and national forums; and stay current on SAMHSA guidance, regulations, and best practices. • Grant Planning, Applications, and Federal Reporting: Assist in preparing grant plans, applications, reports, and SAMHSA-required submissions, including the annual Block Grant Application and SUBG Report. Ensure timely, accurate submission of documentation and performance data in federal reporting systems such as WebBGAS and eRA Commons. Maintain thorough records to meet federal audit, monitoring, and compliance requirements. Knowledge, Skills & Abilities (KSAs): Knowledge: • Arizona's behavioral health program delivery system ( specifically substance use services) • Strategic planning work plan development, needs assessments and evaluation • Evidence based practices and research in prevention, treatment, and recovery • Oversight and monitoring contractual requirements • Performance Management (PM) model and Continuous Quality Improvement (CQI) methods in a public health setting Skills: • Computer skills including use of Microsoft Office (or comparable software program): Excel, Word, PowerPoint • Project management • Public speaking and training skills • Interpersonal, communication, networking and facilitation skills • Strong negotiation and problem resolution skills • Program planning, implementation, evaluation Abilities: • Effectively communicate orally and in writing • Prioritize multiple projects and meet deadlines • Work in a fast paced, ever changing environment • Speak to large and diverse populations • Motivate groups of individuals and work cooperatively in a team environment • Plan and implement complex initiatives, tasks, and events • Drive statewide Qualifications: Minimum: • 5 years' experience in grant services (managing grants or contracts) or in direct behavioral health services (prevention, treatment, recovery) AND/OR Bachelor's degree in addictions sciences, psychology, social work/social services, public health, or public administration and 1 year of grant services or direct behavioral health services experience. Preferred: • Multi-lingual candidates preferred. Certification or credential or license in addiction technician/counseling, addiction science, prevention science, public health/health education, peer recovery support, counseling.
