Role Description This position serves as the agency’s lead authority on how systems connect and transmit data across the Health Care Authority (HCA). The incumbent independently maps system-to-system integrations, identifies weaknesses or gaps in how platforms communicate, and sets the technical standards and future-state architecture that will guide modernization. The role supervises two teams of data management and system administration professionals whose work directly implements this connectivity vision. Through targeted direction and technical leadership, the incumbent ensures these teams build, maintain, and evolve the integrations, pipelines, and system touchpoints that keep agency platforms interoperable and reliable. The ideal candidate brings strong systems administration expertise combined with the ability to guide, support, and develop highly technical staff while steering the agency toward a more cohesive and intentional systems ecosystem. All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes. Duties - Ensure the flow of data between systems in the EDP is conducted in an efficient, transparent, and interoperable manner. - Responsible for specialized system administration support for various systems within the data management realm of HCA. - Ensure the design and maintenance of secure, high-performance data pipelines. - Ensure the monitoring, evaluation, and resolution of inter-system data connectivity issues and monitoring alerts. - Utilizing technical expertise, develop best practices for the implementation of data repository connections. - Maintain clear documentation of preferred APIs, data formats, and integration protocols. - Facilitate communication between technical teams. - Implement dashboards and reports to track data flows, identify bottlenecks, and ensure timely resolution of errors or delays. - Verify that data exchanges adhere to organizational security, privacy, and compliance standards. - Identify and communicate system issues which impede the flow of data between systems. - Supervise members of the Integrated Data Engineering (IDE) and Database Administration (DBA) teams. - Ensure unit tracks customer requests and issues. Monitor solutions delivered by the team. - Define objectives and success metrics based on business needs. - Ensure direct reports have the tools, training, and resources necessary to meet the division goals and objectives. Qualifications - Bachelor’s degree or higher in computer science, business, business analysis/intelligence, or closely related field and five (5) years of progressively responsible professional IT experience consulting, analyzing, scripting, installing, and/or maintaining computer hardware and software applications. - Associate degree OR equivalent two (2) years of vocational training in a technical field and seven (7) years of progressively responsible professional IT experience consulting, analyzing, scripting, installing, and/or maintaining computer hardware and software applications. - Nine (9) years of progressively responsible professional IT experience consulting, analyzing, scripting, installing, and/or maintaining computer hardware and software applications. - Three (3) years of Journey level experience as an IT Systems Administrator or IT Data Management position. - Four (4) years of experience managing and configuring systems/services server technology or equivalent in a production environment. - One (1) year experience with application research, design, implementation, configuration, and administration. - One (1) year experience with systems administration work, researching, designing and implementing infrastructure to support technical specifications. - Three (3) years of experience with establishing connections between systems to facilitate the transfer of data. - Two (2) years of experience implementing data pipelines which support traditional databases, data lakes, data warehouses, and business intelligence tools. Preferred Qualifications - Experience with cloud computing platforms such as AWS. - Experience with common data-related AWS Services and Console: S3, RDS, EC2, CloudWatch, etc. - Knowledge of Information Technology Infrastructure Library (ITIL) best practices. - Proficient with Software as a Service, Platform as a Service, and Managed Services. - Proficient with Infrastructure as a Service. - Experience monitoring Service Level Agreements. - Knowledge of the Software Development Lifecycle (SDLC), configuration and release management principles. The ideal candidate will focus on the migration of complex data sets from legacy SharePoint environments into a modern Drupal-based platform, designing and implementing migration scripts, validating migrated datasets, and ensuring accurate transfer of content, metadata, permissions, and relationships across multiple mission, user, and administrative data domains. This is a remote position. In this position, you can expect to: - Design and execute data migration strategies for SharePoint content, lists, libraries, and associated metadata into Drupal-based systems. - Develop and maintain automated migration scripts and ETL processes to extract, transform, and load structured and unstructured data. - Migrate complex SharePoint artifacts including: - Document libraries and file structures - Metadata and taxonomy structures - Lists and relational data - User permissions and security group mappings - Workflow-related data - Perform data validation and reconciliation activities to confirm completeness, accuracy, and integrity of migrated data. - Develop scripts and automation for pre-migration data preparation, including metadata normalization, permission mapping, and content restructuring. - Work with technical teams to define Drupal data structures, schemas, and content types to properly receive migrated information. - Implement migration processes that preserve content ownership, permissions, and role-based access controls. - Conduct test migrations, pilot migrations, and production migration waves with full auditability. - Support troubleshooting and remediation of migration issues including data conflicts, missing metadata, or permission discrepancies. - Document migration procedures, mapping rules, validation approaches, and operational runbooks. - Collaborate with system administrators, DevOps engineers, and developers to integrate migration tooling into the broader CI/CD and platform modernization pipeline. - Support user acceptance testing and post-migration validation.
