The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence. DES is seeking an experienced and highly motivated individual to join our team as a Business Analysis Supervisor with the Rehabilitation Services Administration (RSA), Information Technology (IT) Unit. This position will supervise business analysts staff by defining and establishing schedules, setting priorities, providing support/direction and dealing with administrative issues as needed. This position will leads planning, organizing, and coordinating complex technical activities. This position trains staff on operational procedures and data analysis/research techniques. This position will coach team members on performance, complete employee performance evaluations and recommend pay actions. Travel will be required for State business. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. Job Duties: Essential Duties and Responsibilities include but are not limited to: • Manage the Business Analyst staff, ensuring adequate support for internal customers. • Evaluate the work of Business Analyst staff in translating business requirements to provide RSA related reports and research. • Collaborate with other Supervisors across agency programs to complete IT initiatives. • Support both internal and external customers by keeping them apprised of work efforts being conducted to resolve their issues. • Plan, supervise, and evaluate the work of the business analysts, including assignments, development, and maintenance of existing systems (including all development and project management tasks). • Works closely with other DERS programs to meet key departmental goals and objectives. Knowledge, Skills & Abilities (KSAs): • Knowledge of service offerings, customer service principles and processes, desktop applications, web-based applications, client/server applications, standard operating systems, application integrations, networking protocols and any other computer-related technologies. • Knowledge of Project management principles and practices sufficient to determine program direction, plan work, set goals, monitor, and evaluate accomplishments. • Excellent interpersonal, written, and oral communication skills. • Excellent analytical/technical skills to analyze and conceptualize the needs of the programs to effectively design automated systems. • Ability to balance, prioritize, and organize multiple tasks. • Ability to work collaboratively in teams and across organizations. Role Description We are seeking a highly skilled Business Analyst I/II/Sr with deep experience in Enterprise Asset Management (EAM) and Project Execution for the oil and gas sector. This individual will play a key role in optimizing the performance, reliability, and lifecycle value of critical assets across upstream, midstream, and downstream operations. You will work closely with engineering, operations, maintenance, and IT teams to ensure alignment between asset strategies and broader business objectives. - Lead the formulation and deployment of enterprise asset management strategies specific to midstream assets—pipelines, dehydration stations, compressor stations, condensate and gas processing facilities. - Oversee the configuration, governance, and ongoing enhancement of EAM platforms (IBM Maximo), ensuring alignment with operational needs and regulatory requirements. - Collaborate with engineering and integrity teams to support pipeline integrity programs, including data integration for inline inspections (ILI), risk assessments, and corrosion management. - Develop and refine maintenance strategies based on asset criticality, leveraging predictive and condition-based maintenance to improve uptime and reduce operational risk. - Ensure maintenance and asset strategies are aligned with PHMSA, DOT, EPA, and other regulatory bodies, support audit readiness and documentation. - Lead the design and implementation of standardized EAM practices aligned with corporate asset performance and reliability goals across all facilities. - Drive planning and execution across all stages of asset lifecycle—acquisition, commissioning, operation, maintenance, and decommissioning. - Lead the creation and governance of asset master data including hierarchies, classifications, and maintenance plans; ensure alignment with EQT Digital Work Environment “DWE” standards. - Act as a liaison between field operations, construction, engineering, IT, supply chain, and finance to ensure EAM strategies are integrated and deliver business value. - Contribute to mid- and long-term capital and O&M planning by providing insights into asset conditions, performance trends, and replacement needs. - Develop and manage dashboards and KPIs relevant to midstream operations, such as pipeline downtime, leak detection response, maintenance backlog, and MTTR (mean time to repair). - Coordinate with SCADA and operations control teams to ensure that asset strategies support operational safety, availability, and system throughput. - Support training initiatives for field staff and maintenance planners to drive user adoption and EAM system proficiency.
