DIRECTOR OF OSP PROJECT EXECUTION Department: Outside Plant Operations Reports To: COO Position Summary The Director of OSP Project Execution is responsible for leading the development lifecycle of outside plant fiber infrastructure projects from conceptual design through permitting, cost validation, and construction readiness. This role ensures that OSP projects are fully scoped, constructable, financially validated, permitted, and operationally aligned prior to transitioning into construction execution. The position serves as the operational bridge between Fiber Engineering and Construction Operations, establishing the governance, stage-gate discipline, and cross-functional coordination required to efficiently move projects from design development to construction mobilization. This role oversees the Market Development and Permitting teams responsible for municipal coordination, right-of-way readiness, and infrastructure approvals, ensuring projects enter construction fully prepared and aligned with deployment schedules. The Director is accountable for ensuring projects advance through the development lifecycle efficiently while minimizing redesign cycles, permit delays, construction downtime, and capital forecast variance. Responsibilities - Responsible for overseeing the development lifecycle of OSP fiber infrastructure projects from conceptual design through construction readiness. - Lead and manage the Market Development and Permitting teams responsible for municipal coordination, right-of-way approvals, and external infrastructure readiness. - Establish and maintain stage-gate criteria that define “construction ready” project status. - Partner with Fiber Engineering to validate conceptual and preliminary network designs and ensure alignment with deployment strategy and cost efficiency targets. - Ensure OSP designs are constructable and optimized for aerial, underground, and MDU deployment methods. - Conduct constructability reviews with field leadership to identify risks, scope gaps, and execution constraints prior to construction. - Drive alignment between engineering, permitting, construction planning, and market readiness activities. - Ensure readiness of required approvals including right-of-way access, franchise compliance, make-ready coordination, and site control. - Oversee permitting workflows and ensure municipal approvals align with construction sequencing and deployment schedules. - Partner with Operational Finance to validate cost models, ROM estimates, and capital forecasts. - Monitor estimate-to-actual performance and identify cost drivers impacting cost per passing and cost per build. - Lead cross-functional readiness reviews prior to construction mobilization. - Ensure accurate transfer of project documentation including engineering design packages, bills of material, permits, agreements, and updated passings data. - Coordinate deployment sequencing with Construction Operations to align project readiness with crew availability and production planning. - Serve as the escalation point for development-stage issues impacting project timelines, cost performance, or deployment readiness. - Establish strong communication and accountability across Engineering, Construction Operations, Market Development, PMO, and Finance teams. - Provide executive-level reporting on project readiness, capital performance, development risks, and deployment timelines. The following are some of the most important definitions of each are included at the end of this job posting: Communication, Detail-Orientation, Teamwork, Problem-Solving, and Willingness to learn.   Required Qualifications - Bachelor’s degree in Engineering, Construction Management, Telecommunications, or a related field, or equivalent experience. - 8 to 12 or more years of experience in telecom OSP or FTTH network deployment. - 3+ years of leadership experience managing technical, engineering, or development teams. - Strong knowledge of aerial and underground fiber deployment methods. - Experience managing projects through engineering design, permitting, and construction preparation phases. - Demonstrated understanding of cost modeling, capital forecasting, and infrastructure deployment economics. - Strong leadership, communication, and cross-functional collaboration skills. - Demonstrated ability to operate effectively across engineering, operations, and financial stakeholders. Preferred Qualifications - Experience with FTTH internet service providers or telecommunications carriers. - Experience managing multi-market fiber deployment programs. - Experience coordinating municipal, utility, or right-of-way approvals. - Familiarity with GIS platforms, fiber design tools, and network documentation standards. - Experience improving capital efficiency and cost-per-passing metrics in large-scale deployments.
