ICF is currently seeking an IT Portfolio Management Support /Data Analytics Project Manager to provide Program Support Services (PSS) for the HHS Office of Child Support Enforcement (OCSE). The purpose of this project is to assist the client in enabling state and tribal child support agencies to better comply with federal law and improve enforcement and service delivery through program and IT management, technical support, training/communications, and data access services. The IT Portfolio Management Support /Data Analytics manager is a senior program leadership position responsible for the comprehensive management, administration, and performance oversight of a federal contract supporting information technology, governance, and program operations. This role ensures that all work is executed efficiently, on schedule, within budget, and in full compliance with contractual requirements, federal standards, and organizational policies. The IT Portfolio Management & Data Analytics Manager leads portfolio oversight, performance management, financial analysis, and data-driven decision support for an HHS IT portfolio under Task 2 – IT Portfolio Management Support. The role ensures that IT investments align with mission priorities, comply with federal governance requirements, and achieve measurable performance outcomes. The Manager provides executive-level insights, supports governance forums, and oversees analytics activities to improve portfolio efficiency and effectiveness. This position requires strong experience in federal IT portfolio management, Earned Value Management (EVM), budget planning, and advanced analytics within a civilian agency environment. Key Responsibilities: IT Portfolio Management and CPIC Support; - Coordinate IT portfolio planning activities, including maintain templates for Capital Planning and Investment Control (CPIC) deliverables, investment tracking, prioritization, and alignment with agency strategic objectives. Identify risks, dependencies, and opportunities for optimization across the portfolio. - Provide recommendations to improve IT investment performance and resource utilization. Earned Value Management (EVM) & Performance Indicators; - Oversee implementation and monitoring of EVM methodologies across IT programs and projects. - Develop and maintain performance indicators, dashboards, and metrics to assess cost, schedule, and technical performance. Conduct variance analysis and performance trend assessments to identify corrective actions. Ensure consistent reporting and data quality across programs. Budget Planning & Financial Control; - Support budget formulation, execution tracking, and financial forecasting for IT investments. Analyze cost performance and recommend strategies for cost optimization and efficient resource allocation. - Monitor budget execution against planned spending and identify potential funding gaps or reallocation opportunities. Assist with financial activities and documentation required for portfolio reviews and oversight. Data Analytics & Evaluation; - Lead data collection, integration, validation, and analysis across multiple IT systems and data sources. - Develop advanced analytics models and visualizations to evaluate portfolio performance and outcomes. Conduct trend analysis, forecasting, and predictive modeling to support strategic planning. - Evaluate program effectiveness using quantitative and qualitative methods. Provide actionable insights and recommendations to improve portfolio outcomes and decision-making. Establish data governance practices and analytics standards to ensure accuracy and reliability. Leadership & Stakeholder Engagement: - Serve as the primary liaison between contractor teams and federal stakeholders for portfolio and analytics activities. Lead multidisciplinary teams, including analysts, financial specialists, and project support personnel. Facilitate working groups, governance boards, and portfolio review meetings. - Mentor staff and promote best practices in portfolio management and analytics. Required Qualifications: - Minimum 8 years of experience supporting federal government IT programs, preferably within HHS or other federal civilian agencies. - Bachelor’s degree in Information Technology, Data Analytics, Engineering, or related field (Master’s preferred). - This 8 years of experience should include the following; analyzing cost, schedule, and performance data across multiple IT projects. - Federal IT portfolio management and/or CPIC environments - Earned Value Management (EVM) principles, reporting practices, and performance metrics. - Analyzing federal budget planning and financial analysis - Data analytics, reporting, and visualization tools (e.g., Power BI, Tableau, Excel, SQL), knowledge of federal IT governance, reporting, and oversight processes. Preferred Qualifications: - Experience supporting HHS Operating Divisions or Staff Divisions. - Familiarity with Federal Data Strategy or OMB IT reporting requirements. - PMP, or Certified Analytics/Financial certifications. - Experience with cloud analytics platforms or enterprise data environments. Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position based on full-time employment is: $73,770.00 - $125,408.00 DC Remote Office (DC99)
