The Material Scientist is a hands-on research role responsible for advancing materials research and computational modeling in support of novel space applications. The role combines scientific rigor with applied machine learning to develop predictive tools and support mission-driven research programs. The scientist works collaboratively across engineering and program teams to drive research from concept through execution. As a Sr-level Proposal Pricing Analyst, you will play an integral role in leading activities associated with strategic and competitive pricing and development of cost/price proposals for all lines of business. The Sr-level Proposal Pricing Analyst will be responsible for developing, reviewing, and analyzing functional estimates & pricing including labor, subcontracts, ODC and material for Voyager proposals. They will perform cost estimating/pricing related duties and analysis in accordance with request for proposal (RFP) specifications and in compliance with Voyager policies and regulatory requirements. They will coordinate with functional departments (Contracts, Engineering, Operations, and Line of Business Program Management) to facilitate the collection and accumulation of cost, scheduling, and performance elements and research and analyze historical data, develop cost models to support proposal efforts, support internal proposal reviews and support customer audit/fact findings. They will be responsible for preparing and submitting top-quality, compliant, and on-time proposals to support the customer commitments as well as Voyager business goals. The selected candidate will work closely with departmental functional personnel in their development of basis of estimates that meet established proposal quality standards. Responsibilities: - Lead pricing efforts for RFPs, RFQs, white papers, ROMs ensuring compliance with FAR/DFARS if in a government/defense setting. - Thoroughly understand cost burdening to accurately build up proposal costs - Reviews Requests for Proposals (RFP) and proposal documents for compliance to customer specifications/requirements and adherence to Voyager policies. - Develop, analyze, evaluate, coordinate, prepare, and support cost proposals to Government and Prime customers. - Provides regular and ad hoc pricing analysis and presents costs estimates to management, customer representatives and government audit agencies. - Identifies cost and price risks and applies to estimates where applicable. - Prepares and validates cost estimates for sustainment, engineering and manufacturing labor, materials, subcontracts and vendor data, parts & equipment. - Thoroughly understand cost burdening and fee application to accurately build up proposal cost/price. - Build/set-up custom Excel-based pricing models based on individual RFP requirements. - Develops and maintains relationships with key internal and external clients and colleagues. - Provides reviews of all estimates prior to delivery and review by senior management. - Detailed knowledge and experience in DoD procurement and contracting regulations. - Independently plans and prepares large-scale budgets and business proposals. - Ensures compliance with internal procedures, the Federal Acquisition Regulations (FAR), project terms and conditions, solicitation, or change order requirements. - Prepares and presents cost estimates to management, customer representatives and government audit agencies. - Ensures adherence to Federal Acquisition Regulations (FAR), Truth in Negotiations Act (TINA), and Voyager’ policies and procedures regarding cost proposal preparation, review, compliance, submission, updates/revisions, and negotiations. - Supports audit requests, fact-finding, and negotiation discussions and the program budget baseline process. - Creates/administers pricing databases and coordinates implementation of pricing proposals across the enterprise. - Performs financial modeling & analyses related to major proposals, including rate studies & analysis, business case development, cash flow analysis, NPV, IRR, and presents analyses and recommendations to leadership. - Research & analyzes historical data, develops cost models to support proposal efforts & determination of accuracy of functional estimates. - Ability to handle multiple assignments, achieve program goals, and meet team deadlines in a fast-paced environment. - Aptitude for problem solving and solution implementation. Requirements: - Bachelor’s degree in Business, Accounting, Finance, or other related discipline from an accredited college/university. - Minimum 8 – 12 years of related experience in Estimating and/or Finance - Experienced in and knowledge of MS Office Suite (intermediate Excel skills required) and ProPricer. - Working experience with FAR, DFAR, CAS, TINA, and other Government procurement regulations as they pertain to bid/costing proposals, including a comprehensive knowledge of FAR Part 15 and 31. - Experience working with Basis of Estimates (BOEs) and analyzing BOE quality. - Advanced Microsoft Excel functionality to include building and maintaining complex cost models. - Ability to work both independently and in a dynamic team environment. - General knowledge and competence in the concepts, principles and standard practices in costing and pricing.
