• Working with Business Analysts on database design changes needed per requirements • Creating logical and physical data models from user requirements • Providing database support for development and deployment of database scripts in Development and Test environments. • Works in conjunction with other teams in the database administration of the Pre-Production and Production environments • Creating scripts for tables and other objects like triggers and procedures is our day-to-day • Performing data migrations • Maintaining data standards, including adherence to the Data Protection Act • Communicating regularly with technical, applications, and operational staff to ensure database integrity and security • Assisting customers with issues related to applications involving issues with PL/SQL code, UNIX shell scripts, cron job code running in development and production environments • Developing Oracle stored procedures, packages, functions, and triggers in support of new applications being deployed • Recommending solutions by defining database physical structure and functional capabilities, database security, data back-up, and recovery specifications • Implementing new releases and completing maintenance requirements • Monitoring performance and managing parameters to provide fast query responses to front-end users • Ensuring that storage, archiving, back-up and recovery procedures are functioning correctly • Support for writing database documentation, including data standards, procedures and definitions for the data dictionary (metadata) • Ability to support the updating of Security Artifacts and environment Vulnerability Analysis • Controlling access permissions and privileges

• The Mid-Level Business Analyst supports all phases of Development, Modernization, and Enhancement (DME) and Operations and Maintenance (O&M) tasks, including but not limited to the following: • Requirements Gathering and Documentation - Collaborates with FDA business stakeholders, program teams, and state regulatory partners to elicit, analyze, and document business, functional, technical, and non-functional requirements for system capabilities in alignment with program-level priorities. Produces requirements specifications that are complete, correct, and understandable, and maintains requirements traceability across the project lifecycle. • Business Process Analysis and Reengineering - Supports analysis of current workflows — including identifying inefficiencies, redundancies, and data quality gaps. Assists in documenting reengineered business processes and developing prioritized implementation recommendations for the Contracting Officer's Representative (COR) and business stakeholders. • User Story and Backlog Management - Develops user stories, acceptance criteria, and epics in JIRA/ALM in collaboration with the Lead Business Analyst, development team, and FDA product owners. Participates in sprint planning, backlog grooming, and release planning activities to ensure requirements are clearly defined and prioritized prior to development. • Stakeholder Engagement - Facilitates and participates in requirements gathering sessions, working group meetings, cross-team collaboration meetings, and User Acceptance Testing (UAT) activities with FDA internal stakeholders and external state regulatory partners. Documents meeting minutes and action items and tracks them through closure. • UAT Support - Assists with the development of test scripts, test cases, and UAT planning materials. Coordinates with state partner representatives and FDA stakeholders during UAT activities and helps triage defects and resolution activities in collaboration with the testing and development teams. • AI-Enhanced Requirements Support - Leverages agency-approved AI tools to assist with requirements analysis, user story generation, meeting transcription and summarization, and documentation creation in accordance with FDA-approved AI integration standards. • Documentation and Reporting - Contributes to deliverable preparation including weekly status reports, monthly status reports, Project Management Plan updates, Interface Control Documents (ICDs), user guides, release notes, training materials, and EPLC artifacts as required by each release's Project Process Agreement (PPA). • Cross-Team Coordination - Collaborates with downstream service teams to assess impacts, validate integration requirements, and support end-to-end testing and business rule validation activities.

• The RTE leads all Program Increment planning events, coordinating capacity, sequencing, and feature prioritization across the ART in alignment with program management, customer direction and COR guidance. • The RTE maintains the Integrated Master Schedule (IMS) on a weekly basis, manages release-level Project Process Agreements (PPAs) in accordance with FDA EPLC requirements, and ensures all sprint plans reflect realistic team capacity and accurate task-level estimates. • The RTE prepares and maintains release plan summaries, JIRA/ALM release plans mapped to sprint-level effort, and sprint status dashboards for review by the FDA Government IT PM. • The RTE serves as the primary integration point across all internal and external teams with dependencies on the program. • The RTE proactively identifies cross-team blockers, facilitates resolution, and escalates impediments to executive leadership when necessary. • The RTE drives participation from all impacted teams in end-to-end integration, regression, and UAT testing cycles for every FSDX release. • The RTE facilitates all ART-level ceremonies, including PI planning, System Demos, Inspect and Adapt workshops, and Scrum of Scrums. • The RTE coaches individual Scrum Masters and team-level Agile practices, fosters a culture of inspect and adapt, and drives measurable velocity improvements across the ART. • The RTE tracks and reports sprint burn rates, planned versus actual story point delivery, and release velocity trends, escalating potential overages to the Government IT PM immediately upon detection. • The RTE supports the Project Manager in preparing bi-weekly status reports, Monthly Status Reports (MSRs), and Monthly Financial Reports (MFRs) with accurate sprint metrics, burn rates, and risk indicators. • The RTE maintains the program-level Risk Management Plan, the RACI chart, and the Change Request Log, ensuring all items are tracked through closure and reflected in subsequent governance reporting. • The RTE maintains the program risk register and leads proactive risk identification, prioritization, and mitigation planning across all workstreams. • The RTE facilitates cross-team risk reviews during weekly status meetings and ensures newly identified risks are surfaced to FDA stakeholders immediately. • The RTE facilitates the integration of agency-approved AI tools and DevSecOps practices into the ART's delivery pipeline, supporting the program's commitment to leveraging AI for development efficiency, automated testing, intelligent workflow optimization, and documentation.

• The Junior Developer will work under the direction of the Lead Developer and Solution Architect to support development and modernization activities including: Contributing to agile sprint-based development of new capabilities including inspection submission workflows, firm information management, sample data exchange, and assignment management modules. • Supporting the migration and replatforming of legacy Oracle-based systems to a modern technology stack deployed on FDA AWS GovCloud. • Developing and maintaining RESTful APIs and microservices, including migration of existing Oracle Service Bus services to containerized Spring Boot microservices. • Participating in the establishment and maintenance of CI/CD pipelines using GitLab, Jenkins, and FDA-approved DevSecOps tooling, including infrastructure-as-code (IaC) and automated testing frameworks. • Contributing to frontend and portal UI development to support 508-compliant, responsive user interfaces for FDA staff and state regulatory partner users. • Assisting with database migration efforts, including schema mapping and data preparation activities related to the database consolidation onto AWS RDS. • Leveraging agency-approved Artificial Intelligence (AI) tools to assist in requirements analysis, code generation, automated testing, and documentation creation. • Participating in code reviews, architecture design reviews, and peer reviews in accordance with FDA standards and FDA EPLC processes. • Writing clear and concise technical documentation, including user stories, acceptance criteria, and technical specifications, uploaded to the FDA SharePoint repository within three business days of creation. • Ensuring all developed software complies with Section 508 accessibility standards, OWASP secure coding best practices, and FDA security and privacy requirements.

• Provides technical strategy and Marketplace security reference architectures, evaluates and enables enterprise security tools/services, designs reusable security patterns and guardrails, advises engineering teams, and drives integration of security requirements into delivery roadmaps. • Develops and maintains Marketplace security reference architectures and implementation playbooks that engineering teams can apply consistently, reducing manual overhead (“build once ? reuse everywhere” as the broader team value proposition). • Performs architecture reviews and technical design advisories that incorporate CMS ARS minimum controls and policy expectations into system designs. • Coordinates with enterprise security service providers to consume and properly integrate shared security platforms (e.g., logging, scanning, identity) while respecting contract guardrails (no duplicate SOC/monitoring). • Aligns security architecture work to Agile roadmaps and PI planning cycles, ensuring delivery teams have actionable guardrails and backlog-ready requirements. • Guides Marketplace adoption of federal Zero Trust principles and architectures: NIST SP 800-207 defines Zero Trust Architecture components and transition steps; OMB M-22-09 sets federal agency Zero Trust expectations; and TIC 3.0 guidance supports modern network boundary/security approaches in federal environments. • Supports cybersecurity risk reduction patterns such as Continuous Diagnostics and Mitigation (CDM). • Applies systems security engineering principles to architect defensible, survivable systems, consistent with NIST SP 800-160’s emphasis on engineering-driven security across system life cycles. • Ensures forensic readiness and investigative support enablement by designing for audit logging, traceability, and evidence preservation needs described in the operational investigative approach.
