Role Description The Proposal Manager & Senior Writer will be responsible for both managing proposals and authoring a wide variety of proposal content to support the needs of Oneida Innovations Group's growing Business Development team. The successful candidate will have proposal development experience with IT service companies, showcasing an ability to author new or edit existing content related to: - Cybersecurity - Software development - Network and telecommunications engineering - General IT support services Experience working in the Federal/DoD space is required. Responsibilities include: - Participate in all phases of the proposal process including proposal strategy planning, content writing and development, internal review, and production, ensuring that all materials are client-focused and clearly articulate our compelling business value. - Coordinate proposal management activities with internal staff and teammates for writing assignments, document template creation, proposal schedule creation, proposal kick-off deck creation, compliance matrix creation, and prepare proposal executive summaries for final bid review while adhering to company standards and processes. - Supervise small proposal team; provide guidance and direction for all writing assignments. Ensure remote team members are working effectively and are able to meet all deadlines with quality content and written responses to RFIs, Sources Sought, RFPs, etc. - Provide oversight and quality assurance in leveraging AI-enabled proposal development tool (GovDash); ensures proposal team is appropriately leveraging use of the tool with "human-in-the-loop" review and input for compliance and accuracy. - Independently research and write compelling original technical proposal content driven by the evolving needs of our Business Development team. Review, edit, and rewrite content developed by others. Integrate content into proposal response documents. - Independently research and write technical content for business development efforts, white papers, and case studies in key customer verticals. - Contribute to the design and development of professional templates in line with company branding in MS Word, PowerPoint, Excel, and Adobe Creative Suite, for internal and external use. - Work with Graphic Designer to turn concepts and ideas into proposal graphics. - Read and review RFIs and RFPs and develop templates and response content that is compliant with all instructions and criteria. - Lead color team reviews with proposal team and other stakeholders. - Track proposal deadlines and ensure compliant and accurate proposal submission. - Create, maintain, and update opportunity records in company CRM and on Team calendars. - Perform other duties as assigned. Qualifications - US citizen eligible for Secret security clearance. - Bachelor of Science degree in Engineering, Computer Science, Cybersecurity, IT, or related STEM field. - 8-10 years of work experience writing IT service proposals for Federal contracts; minimum of 5 years of work experience performing proposal management duties in addition to writing. - Knowledge of Federal/DoD contracting, and proven experience writing and managing winning Federal/DoD proposals over $30M in value. Experience with 8(a) sole source proposals a plus. - Experience utilizing an AI-enabled proposal development tool and generating prompts is highly preferred. - Proven experience independently writing original technical proposal content for topics such as IT, cyber, networking, software development, etc. - Proven experience working in a small team and/or small business with limited proposal resources. - Excellent attention to detail and organizational skills. - Excellent time management and multitasking skills. Ability to work well under pressure and with tight deadlines. - Self-starter with strong critical thinking skills. - Willing to work outside of normal business hours, including evenings and weekends if necessary to meet proposal deadlines. - Comfortable working with others at all levels of the organization. - Able to collaborate effectively with technical and non-technical teams to gather input from multiple stakeholders and drive business results. - Exceptional ability to translate complex topics into clear, concise, and compelling content to educate and inspire decision makers across key industry verticals. - Advanced knowledge of MS Office, including MS Word, PowerPoint, and Excel, including creating templates, setting styles, using formulas and macros. - Knowledge of Adobe Creative Suite programs, including InDesign, Illustrator, and Acrobat Pro. - Strong writing, editing, and proofreading skills. - Knowledge of Federal/DoD contracting, FAR/DFARs. - Knowledge of Shipley capture and proposal process. - Experience using GovWin, SAM.gov, PIEE, GSA eBuy, and other industry standard resources and portals. About the Role We are seeking a proactive and experienced Human Resources Generalist to support Oneida Technical Solutions, Oneida Innovations Group, Oneida Network Infrastructure, and affiliated entities across government and commercial contracts. This role provides full-cycle HR support across the contract lifecycle, including talent acquisition, onboarding, employee relations, compliance, payroll coordination, and workforce planning. You'll serve as a key partner to the Director of People & Culture and help ensure HR operations remain compliant, efficient, and aligned with organizational goals. The ideal candidate is hands-on, detail-oriented, and thrives in a fast-paced, multi-site environment.
