Position Summary We are seeking a Technical Advisor, EHR Modernization to provide expert training and technical assistance in EHR implementation across healthcare and public health settings. This role will support the effective adoption and integration of a statewide EHR modernization initiative serving rural hospitals, clinics, federally qualified health centers (FQHCs), rural health centers (RHCs), mental and behavioral health organizations, and other rural healthcare partners. Key Deliverables - Deliver high-quality technical assistance and training to participating healthcare organizations and partners. - Support successful implementation and optimization of EHR modernization initiatives across rural healthcare settings. - Develop and maintain training curricula, implementation guides, workflow tools, and technical resource materials. - Assist healthcare partners in improving digital health adoption, operational efficiency, and user engagement. - Contribute to measurable improvements in EHR utilization, interoperability readiness, workflow integration, and staff competency. - Maintain accurate documentation of technical assistance activities, implementation progress, and performance outcomes. Candidates should be based in Maine or willing to relocate. Relocation expenses will not be covered. Some travel within the State of Maine will be required. Job requirements Technical Advisor, EHR Modernization Location and work environment: Maine (Remote with in-State travel) Position Type: Full Time Reports To: Senior Program Manager, EHR Modernization Grade Level:  5 Anticipated Salary: $65,000-$75,000 Key Responsibilities: - Develop, deliver, and evaluate training programs for healthcare and public health staff related to EHR modernization, workflow redesign, and digital health adoption. - Provide individualized technical assistance to healthcare organizations, public health agencies, and community partners throughout planning, implementation, optimization, and post-go-live phases. - Support healthcare organizations in assessing operational readiness, workflow integration, user adoption, and change management strategies. - Collaborate with clinical, operational, technical, and administrative stakeholders to facilitate successful implementation of EHR improvements and interoperability initiatives. - Assist organizations in identifying and addressing barriers to digital health adoption, particularly in rural and underserved settings. - Develop implementation resources, user guides, training materials, and best practice documentation. - Track technical assistance activities, training outcomes, implementation milestones, and performance metrics to support reporting and continuous quality improvement. - Monitor emerging trends, regulations, and best practices related to EHR modernization, interoperability, telehealth, and digital health transformation. - Participate in statewide and regional meetings, partner engagement activities, and collaborative initiatives related to health IT modernization. - Support compliance with applicable federal and state healthcare technology standards, privacy requirements, and reporting expectations. • Support the planning, implementation, and scaling of Electronic Health Record Modernization across healthcare and public health settings. • Provide hands-on technical assistance with EHR implementation, upgrade, or replacement projects, including integration with clinical workflows and other health systems. • Support the design and implementation of EHR and telehealth initiatives aligned with program goals. • Contribute to workflow assessments and operational planning to integrate EHR upgrades into care delivery. • Coordinate with healthcare partners, vendors, and internal teams during implementation and scale-up. • Develop implementation documentation, tools, and guidance for program partners. • Track implementation progress, challenges, and lessons learned to inform continuous improvement. • Contribute to knowledge-sharing and best practices related to digital health across programs.

• Lead the implementation and growth of a dynamic portfolio of behavioral health initiatives across federal, state, and community-based projects • Ensure high-quality program delivery and strong client and partner relationships • Oversee multiple projects simultaneously, ensuring they meet technical, financial, and performance expectations • Contribute to business development efforts to grow and sustain the behavioral health portfolio • Serve as Project Director for HRSA and MRC funding programs, both of which use online training to strengthen the behavioral health workforce • Maintain Core Group and participate in other behavioral health networks • Run Recovery Jobs for Beginners and ECHO programming, leading Learning Collaboratives • Collect and analyze evaluation and learning metrics and build sustainability for MCD’s mental health and substance use portfolio

Digital Health Program Managers Grade Level: 6 Anticipated Salary: $74,000-$88,000 Reporting Relationship: Director, Digital Health Initiative Digital Health Program Managers will partner with sub-awardees and contractors to implement digital health projects and programs in varying topic areas and technical approaches, including but not limited to: telehealth integration in schools, long-term care facilities, acute care, oral health, maternal and perinatal behavioral health, implementation of peer-to-peer telehealth models, remote patient monitoring programs and digital health navigation.
