This position will support NOAA’s Office for Coastal Management (OCM). The successful candidate will work closely with state partners and organizations to support the implementation of the Coastal Zone Management Act and its programs -- the National Estuarine Research Reserve Program and the National Coastal Zone Management Program or other programs or investments as requested. This position can be fully remote within the Great Lakes region and will require travel to coastal areas in the region and/or adjoining regions to meet with state and NOAA partners, and may require physical presence in the DC region for in-person meetings at the NOAA offices in Silver Spring, MD. The CZMA Program Specialist selected MUST RESIDE IN ONE OF THE FOLOWING STATES - NY, PA, OH, IN, IL, MI, WI, MN, and be willing to travel throughout the region. This position is contingent upon contract modification (anticipated June 1, 2026). Responsibilities Duties of the CZMA Program Specialist - Great Lakes Region will include the following: Support the Implementation of Coastal Zone Management Act Programs: - Serve as a liaison to and subject matter expert on assigned Coastal Zone Management Act (CZMA) program(s), including: monitoring and providing appropriate policy/management, technical assistance, and review grant information in coordination with federal leads. - Coordinate with NOAA’s Federal Program Officer to negotiate, process, amend, and monitor cooperative agreements and grants, and provide technical assistance to assigned programs on grants management. - Conduct necessary environmental compliance for cooperative agreement tasks, including relevant post-award actions, and coordinate with OCM environmental compliance team for guidance and approval. - Support implementation activities, including: review and provide input and recommendations for decisions of annual performance measure submissions; participation in routine evaluations of assigned state programs required under the CZMA; review and make recommendations relevant to changes to assigned state programs, and relevant plans and strategy to the federal project leads as required under the CZMA. - Work with OCM’s relevant Program Managers to support projects or efforts related to the implementation of the CZMA programs, which may include providing data for the development of funding summaries, and/or work related to the relevant Strategic Plans. - Participate and contribute to both OCM Program and Regional Teams and support regional initiatives and efforts to advance coastal and estuarine management within the region and across the nation. - Provide policy and administrative support to the division leaders to ensure implementation of OCM and agency priorities, as needed. This role is contingent upon contract award, and pricing may be subject to change based on final bid. Anticipated start date is September 30, 2026. Responsibilities The commissioning of a Nisqually River Pinniped-Fishery Interaction Task Force (Task Force) is required by subsection 120(c) of the Marine Mammal Protection Act (MMPA) as part of the process when considering an application from an eligible state government requesting to lethally remove those sea lions that are having a significant negative impact on at-risk populations of salmon and steelhead. NOAA’s National Marine Fisheries Service (NMFS) requires a professional, impartial facilitation team to help manage the Task Force due to the controversial nature of the subject and the discussions. The MMPA requires that the Task Force be convened to review the application, review the public comments on the application, and to provide NMFS with a recommendation to either approve or deny an application requesting authority for lethal removal of sea lions. Your role will be an independent facilitator who will: advise and assist NMFS in convening the Task Force; be responsible for renting the facility for the Task Force meeting, to include all reimbursable costs associated with rental, equipment and supplies; assess the needs of Task Force members in advance of the session via one-on-one telephone calls; manage and facilitate the participation of Task Force members during their deliberations and discussions; work with Task Force members using facilitation and mediation techniques to sort through polarized views; document task force deliberations; professionally manage public involvement in the Task Force meetings; and write a detailed report that captures the final agreements and recommendations of the Task Force. Key tasks include: Task 1: Description—Preparation for Task Force Meetings a.Plan approach to Task Force meetings with NMFS b.Review preparatory information/materials w/NMFS c.Prepare draft agenda and prepare supporting materials for Task Force meetings d.Pre-meeting calls with Task Force members e.Reserve and purchase meeting space and equipment rental for up to (55) participants f.Project management and meeting logistics Task 2: Description— Facilitate and Document Discussion a.Facilitate meetings/discussions b.Document meeting/discussion Task 3: Description— Report of Task Force Deliberations a.Prepare meeting/discussion summary b.Prepare draft report and manage iterative process with Task Force c.Provide NMFS with draft report and Task Force recommendations for review and approval d.Revise draft report e. A local candidate is strongly preferred. The candidate must possess and maintain the following skills/certifications and/or credentials during the period of performance: - Master’s degree, or higher, from an accredited college or university and a minimum of fifteen (15) years of progressively responsible facilitation management and conflict resolution experience in a professional environment that deals specifically with resolving controversial issues related to Pacific salmon and steelhead in the Pacific Northwest. The incumbent will liaise with other NOAA Pacific region programs and offices, other federal agencies in the region, the governments of the State of Hawaii and American Samoa, relevant academic institutions (including the new Reef Research Coordination Institute and previously designated Coral Reef Research Centers), NGOs, and soon-to-be-created Coral Reef Stewardship Partnerships. Focus areas for this region include assisting jurisdictional POCs with their Coral Block Grants, assisting with earmarks, invasive species issues in the Hawaiian Archipelago (of particular concern in Oahu right now), watershed management/land-based sources of pollution reduction in both Hawaii and American Samoa, coral restoration research and implementation in both areas, and supporting USCRTF Watershed Priority Initiative projects and meetings when they are in Hawaii and American Samoa. The incumbent will also be a liaison for OCM working closely with the Pacific Regional Coordinator and involved in wider OCM efforts. This position is still in bid process, and final pricing may be subject to change. Responsibilities In order to deliver regionally relevant coral conservation products and services to the six coral reef partner jurisdictions [Atlantic/Caribbean (Puerto Rico and U.S. Virgin Islands) and Pacific (Hawaii, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands)] within whose waters reside the majority of shallow-water coral reef ecosystems, the CRCP provides technical assistance in coral reef conservation and planning. The CRCP also supports other NOAA-related conservation efforts within NOAA Line Offices involved in the coral matrix to enhance our ability to work with jurisdictional partners. Duties of the Coastal Management Specialist - Pacific Coral Liaison, will include the following: - Operational support to the different Coral Reef Management Programs across the region – Provide management and capacity enhancement to the jurisdictions’ coral reef management programs to assist the advancement of coral reef management priorities in alignment with NOAA’s CRCP’s strategic and implementation plans. - Support with the implementation of the National Strategy with emphasis on collaboration with the state/territorial agencies and other stakeholders, and the block grants program. - Assist with local US Coral Reef Task Force meetings as needed and appropriate. - Management Assistance – engage as CRCP’s point of contact in project implementation, governance, policy, and technical support as needed to meet all CRCP requirements for their coral jurisdiction. - Provision of Effective Communication – communicate CRCP objectives and program guidance, NOAA and national policy changes, initiatives, funding, and capacity-building opportunities to jurisdictional point of contact (POC), coral reef managers, non-governmental organizations, the general public, and other key coral reef and federal partners, as appropriate. Facilitate communication of the jurisdiction’s needs and priorities to relevant NOAA staff or divisions. Provide regular updates to federal task lead on any issues and progress on efforts. - Assistance with the Administration of Grants and Block Grants – Provide assistance in the development, processing, amendment, post-award action requests, and monitoring of the NOAA CRCP State and Territory Coral Reef Management Cooperative Agreement and Block Grants. Work with jurisdictional point of contact and Coral Coordinator (when applicable) to review all open coral reef management awards, identify projects where there has been little-to-no progress, and work to support new priorities from most recently developed local action strategies and/or priorities identified during most recent jurisdictional workshops. - Support broad implementation of the CRCA-R. - Assistance with execution of Coral Internal Implementation Plan and Spend Plan – Assist with coordination of jurisdictional input into projects. Work with funded NOAA staff to provide on-site coordination assistance. Implement funded projects as needed/appropriate. - Collaboration assistance – Develop opportunities to collaborate with local, regional, and federal partners on projects to improve coral reef management. Develop and maintain relationships with partners to support improved management. Participate/collaborate in jurisdictional efforts to develop Coral Reef Action Plans (C-RAP’s). - Conduct and/or support necessary consultations and other environmental compliance documentation for internal projects and projects supported by grants, including state and territorial block grants and cooperative agreements. - Conduct in- and on-water activities, including snorkeling, potentially SCUBA diving, and transport via boat. - Support, facilitate, and provide guidance regarding the National Coral Reef Management Fellowship Program, including review of applicants’ resumes and qualifications, providing recommendations and participation in the interview process. - Support the Corals fellowship program at various levels. Provides assistance in development of initial and jurisdiction-specific Statements of Work, interview protocol, fellow selection, individual work plan, year 1 orientation and year 2 training (as needed), and professional development (as needed). - Assist with planning and response efforts related to Stony Coral Tissue Loss Disease (SCTLD) -as well as alien and invasive species and other emergent disease outbreaks. - For SCTLD, participate in cross-basin monitoring, response, and prevention efforts in support of the NOAA SCTLD Strategy Implementation. These activities may include participating or leading working groups, coordinating with local jurisdictional partners, diving to treat diseased corals, and leading or supporting jurisdictional networks involving local government agencies and organizations. - Support coral restoration planning - Assist with coral restoration plan development and implementation efforts, including identification and recruitment of appropriate jurisdictional stakeholders, meeting attendance, and writing and review of plan documents. - Provide technical review of proposals for different grants, including block grants, NFWF Coral Reef Stewardship Fund, NFWF Coral Emergency Response Fund, NFWF Coastal Resilience Fund, and Ruth D. Gates Coral Reef Conservation Grant Program among others. - Facilitate data collection for performance measures and evaluation of coral reef conservation investments. - Coordinate with NOAA’s Federal Program Officer to negotiate, process, amend, and monitor cooperative agreements and grants, and provide technical assistance to assigned CRCP programs on grants management. Responsibilities Support the National Oceanic and Atmospheric Administration (NOAA) Office for Coastal Management (OCM) and its implementation of the National Coastal Zone Management Program and Great Lakes Restoration Initiative (GLRI)-supported projects. The successful candidate will be part of NOAA OCM’s Stewardship Division and Great Lakes regional team, and will provide coastal management liaison support for the implementation of NOAA programs in the Great Lakes region, with a focus on strengthening coastal communities’ ability to bounce back from challenges associated with climate change through a balanced approach to coastal management. The position will be located within the general vicinity of one of the following locations: Duluth, Minnesota; Madison, Wisconsin; Ann Arbor, Michigan Core Responsibilities of the Coastal Management Specialist will include the following: - Support the Implementation of Coastal Zone Management Act Programs: - Coordinate with assigned Coastal Zone Management Programs and NOAA’s Federal Program Officer to offer suggestions, process, amend, and monitor cooperative agreements and grants; and provide technical reviews for other proposals in coordination with the federal project lead. - Conduct necessary environmental compliance for cooperative agreement tasks, including relevant post-award actions, and coordinate with OCM environmental compliance coordinator for guidance and approval. - Support implementation activities, including: review and analysis of yearly grant/financial assistance awards; review and recommend approval of performance measure submissions; program evaluations required under the CZMA; and the development, review and recommend approval of management plans and strategies to the federal project lead. - Provide subject matter expertise and regional coordination support on coastal management issues, including habitat and water quality issues. - Identify CZMA Program highlights and other opportunities to communicate partner success stories. - Identify and facilitate programmatic synergies across the National Estuarine Research Reserves and Coastal Zone Management programs and other partners in the Great Lakes to enhance execution and results, and/or identify joint projects. - Support and coordinate on habitat, water quality, green infrastructure and other coastal resource management issues along the Great Lakes coast. - Participate and contribute to both OCM Program and Regional Teams. - Support for Great Lakes Restoration Initiative projects: - Provide technical and grants management support for OCM’s portfolio of Great Lakes Restoration Initiative (GLRI)-supported projects that enhance habitat restoration and coastal resilience of communities through implementation of nature-based solutions. - Work with OCM’s Great Lakes team and close partners to document regional needs for coastal restoration planning purposes. - Coordinate with partners on complimentary projects that leverage NOAA products and services. - Attend and participate in relevant regional meetings across the Great Lakes, as needed. This includes participating in regional coastal workgroups (e.g., Great Lakes Coastal Assembly). The External Source Data Team (ESD) plays a crucial role in augmenting NOAA's hydrographic survey data collection efforts. ESD is responsible for the critical tasks of vetting, managing, and cleaning data received from a diverse range of providers. All external source data managed by ESD directly feeds into the National Bathymetric Source (NBS) Program, a key component of NOAA's nautical chart modernization. Support is needed by ESD to process external source data, including ensuring the quality, usability, and efficient integration of externally sourced bathymetry data into OCS navigation products. - Reviewing bathymetry data and metadata to assess suitability for Office of Coast Survey (OCS) navigation product updates. - Investigating submissions from external source data providers to verify validity of data packages and inform appropriate use of data submissions based on hydrographic data quality attributes. - Processing submitted data to OCS standard formats and prepare data for ingestion into the National Bathymetric Source. - Participating in the research and development of improved data review and data management workflows, and other special projects as needed.
