Senior Acquisition Requirements Lead

Role Description INCATech is seeking a Senior Acquisition Requirements Lead to support a strategic modernization initiative focused on enhancing acquisition planning, market research, and solicitation development through innovative tools, disciplined processes, and streamlined workflows. - Support high-visibility, time-sensitive, and complex procurement initiatives involving multiple stakeholders. - Lead engagement with Government stakeholders to understand mission needs, acquisition objectives, risks, and evolving requirements. - Review incumbent contracts, modifications, historical artifacts, and program documentation to identify planning considerations. - Translate stakeholder inputs into structured acquisition requirements and actionable procurement strategies. - Design and guide Requests for Information (RFIs), industry engagement strategies, and research questions. - Review market research outputs, synthesize findings, and develop acquisition strategy recommendations. - Identify emerging technologies, commercial capabilities, and solution alternatives relevant to program objectives. - Oversee drafting of solicitation packages, including requirements documents, instructions, evaluation criteria, and supporting sections. - Conduct cross-document consistency reviews to identify omissions, conflicts, and ambiguities. - Coordinate stakeholder comment resolution and prepare documentation for Government review, legal sufficiency review, and approval workflows. - Validate all outputs for quality, compliance, and relevance. - Ensure alignment with applicable acquisition policy frameworks (FAA AMS, FAR, or agency-specific guidance as applicable). - Maintain disciplined version control, audit-ready records, and defensible documentation trails. Qualifications - Bachelor’s degree - 10+ years of federal acquisition experience supporting cradle-to-grave procurements. - Demonstrated experience in acquisition planning, market research, and solicitation drafting. - Strong knowledge of federal procurement frameworks such as AMS and FAR. - Experience supporting Contracting Officers, Program Managers, legal counsel, and technical stakeholders. - Excellent writing, editing, and document integration skills. - Ability to synthesize complex inputs into clear, compliant procurement artifacts. - Strong judgment, professionalism, and stakeholder communication skills. - Experience in Microsoft Office Suite (Word, Excel, PowerPoint, etc.). Requirements - Experience supporting aviation, transportation, or major systems programs. - Familiarity with advanced drafting tools, workflow automation, or document review tools. - FAC-C, DAWIA, NCMA CPCM/CFCM, or similar certification. - Experience with PRISM or comparable contract writing systems. INCATech is searching for Senior Contracts Specialist to support an FAA program in the Washington, DC region, Atlantic City region, and Oklahoma City region. Lead and validate acquisition packages; resolve complex issues and ensure readiness. Develop and manage solicitations (SIRs, RFQs, RFPs); ensure compliance and clarity. Lead market research and develop SOWs, IGCEs, evaluation criteria, and justifications. Perform price and cost analyses; determine fair and reasonable pricing; support negotiations. Lead contract modifications, funding actions, and option exercises; monitor performance and delivery. Review and approve invoices; maintain accurate funding and modification logs. Ensure PRISM, FPDS, and Delphi data integrity; maintain complete, audit-ready files. Prepare CPARS and execute contract closeouts. Lead complex acquisitions, guide evaluation teams, and mentor junior staff.
