Program Summary IRCO’s Housing Stabilization department consists of its Survivor Housing program, which works with survivors of domestic violence, sexual assault, and human trafficking to identify and place survivors into transitional and long-term housing; its Permanent Supportive Housing (PSH) program, which provides comprehensive support to families with children at risk or experiencing homelessness, delivering services to families residing at the Hazel Ying Lee & The Ellington apartments; and its New Arrivals Housing program, which identifies and places newly arrived refugee families into transitional and long-term housing. Together, these programs comprise teams of Housing Specialists who help clients with emergency and stabilized housing solutions; case management; strengthening self-sufficiency; linkages to education and employment opportunities; assistance with accessing grants or other community resources; transportation; and navigating housing issues. Position Summary The New Arrivals Housing Specialist 2 is responsible for the delivery of housing-related support and services to participants. This role provides case management, housing navigation, and resource connection that facilitates, encourages, and assists clients to reach their goals. The Housing Specialist 2 utilizes their experience in the housing sector to enhance and improve programming, focusing on documentation, coordination of multi-sector team efforts, and accurate payment processing. Another key part of the role includes developing and maintaining relationships with landlords, property managers, and rental agencies. This position identifies and secures appropriate housing that meets required guidelines for newly arrived refugees and for those who have experienced homelessness. The role requires interpersonal communication, a trauma-informed and compassionate approach to social services, and strong time and task management. Essential Functions - Possess and apply an impeccable degree of confidentiality and utilize knowledge of laws about confidentiality, disclosures, and release of information. - Conduct eligibility screening, barrier and needs assessments, and referral to appropriate services/agencies as necessary. - Collect, track, and file accurate and complete housing documentation for each participant. - Assist participants in obtaining basic essential household items to set up their new rentals, while abiding program procedures, budgets, and financial processes. - Lead payment processing and routing paperwork correctly; serve as the information and coordination hub for housing efforts. - Secure housing for newly arriving refugees and/or those facing housing crises, including securing temporary/transitional housing options when needed. - Continuously contribute to the Housing Team’s network resource of new and existing private landlords, property managers, and other housing options to ensure proper housing for participants. - Identify prospective safe affordable housing sites and establish relationships with landlords and property managers. - Partner with participants in barrier reduction, locate housing, support move in, and engage in housing mediation and/or advocacy as necessary. - Facilitate linkages with educational and employment programs within and outside of IRCO - Encourage financial empowerment, support participants to increase income, and connect with other financial resources. - Maintain an updated list of secure and potential housing options. - Maintain confidential client files of service provision; complete data entry in Apricot and HMIS databases, track client expenses, and complete administrative tasks within given timelines. - Serve as a cultural liaison between landlords and tenants, if and as needed. - Maintain positive relationships with existing housing partners and cultivate new partners, including with landlords, property managers, and developers. - Communicate with apartment managers to ensure that apartments are move-in ready. - Complete case notes related to all housing and complete related forms as needed. - Educate new arrivals and/or clients about Tenants Right, Landlord-Tenant Relationships, general Tenancy information as needed. - Comply with all IRCO and local office policies, practices, and procedures. - Ensure that accurate financial records are kept, and all necessary copies are shared with case workers and the fiscal department. - Track and monitor invoices related to participants’ costs. - Participate in outreach and educational activities in communities - Perform other duties as specified by the coordinator and/or Sector Manager Secondary Functions - Collaborate with other departments to best support client housing. - Assist clients in the establishment of utilities upon moving to their new home/ apartment when needed. - Link clients to available resources and utility assistance as needed. - Provide general case management and resource navigation as needed. - Support other related tasks that lead to clients’ incorporation and program success as needed and assigned. Program Summary The Refugee & Immigrant Family Strengthening (RIFS) program was launched by IRCO in 1998 in response to the large volume of immigrants and refugees coming to the Tri-County area who were survivors of abuse. These newly arrived community members did not know how or where to go for services or resources and faced additional community, religious, or language barriers to obtaining such support. RIFS was designed to be a unique, community focused program that serves immigrant and refugee survivors of domestic violence and sexual abuse. RIFS is comprised of a team of Advocates who help survivors with safety planning, crisis intervention, emergency and stabilized housing solutions, intensive bilingual case management, interpretation, translation services, building self-sufficiency, accessing grants or other assistance funds, legal advocacy and court accompaniment, transportation, and immigration issues. RIFS also conducts prevention education and outreach in our immigrant and refugee communities and beyond. Position Summary The Domestic Violence/Sexual Assault (DV/SA) Advocate 1assist individuals and families experiencing domestic violence, sexual assault, and/or stalking. Domestic Violence/Sexual Assault (DV/SA) Advocate 1 utilize a survivor-centered, strengths-based, empowerment model to cultivate trust, establish and promote trauma-informed communication, and provide advocacy, direct services and support, and case management that facilitates, encourages, and assists clients to reach their goals. Unified Response is composed of six organizations who provide confidential advocacy to survivors at Sexual Assault Nurse Exams (SANE) and strangulation exams at various hospital and mental health sites. Unified Response advocates provide emotional support, trauma-informed next steps, survivor-centered options, and act as a liaison between various systems. Unified Response currently responds within Multnomah, Washington, and Clackamas counties. Essential Functions - Adhere to program, agency, and federal legal policies on client confidentiality - Implement a survivor-centered, strengths-based, trauma-informed empowerment model in assisting clients to heal and attain stability as driven by their priorities and goals - Collaborate with internal and external service providers to identify survivors and cases affected by domestic violence - Assess potential participants for eligibility, conduct intake sessions utilizing assessment and evaluation procedures and best practices, and conduct eligibility screening for other services - Navigate risk assessment alongside survivors and provide immediate and ongoing safety planning - Develop a case management plan for each participant, provide short-term crisis intervention for participants who wish to access services which include but are not limited to, emergency shelters and motels; supports for long term housing stability; assistance with restraining orders and stalking orders; peer supports; mental health services; securing employment; and referrals for other relevant services - Assist participants in navigating and accessing appropriate services and follow through on referrals - Advocate and coordinate with service providers, attorneys, law enforcement, the legal system, other Advocates, and management to serve the needs of clients - Access family legal services and obtain protective orders (restraining orders or stalking orders) for participants when necessary - Make referrals to legal immigration services; assist participants in gathering documents and evidence, write letters of support when requested, and obtain clearance from law enforcement - Provide or secure interpretation, translation, and accessibility services - Maintain confidential participant files including records of intakes, case management plans, and all contacts and referral - Maintain a high level of confidentiality of participants in identifying information. This includes, but limited to calculation of FTE and salaries, submitting approvals, and identifying errors to correct as needed. - Assist managers with recruitment, interviewing, and hiring as needed. - Conducts and assists with new hire orientation in collaboration with the Training Coordinator. - Maintains accurate and up-to-date human resource files, records, and documentation. - Provide onboarding assistance to train and guide new staff to complete onboarding tasks in Paylocity. - Serve as a primary liaison for all new hires throughout the onboarding process for the organization to ensure smooth candidate experience. - Handles HR inquiries from applicants and employees related to standard policies, benefits, hiring processes and refer complex questions to appropriate level HR staff or management. - Manage and initiate organization-wide new hire onboarding process. Tasks include but not limited to creating, updating, and maintaining employee records, process employee background checks, and setting up employee electronic files. Assist employees with access to HRIS system to complete a timesheet. - Work with IT to assist with new employee account creation and follow up with hiring managers to ensure email address and temporary passwords are ready for new hire’s first day. - Connect with new recruits and ensure accurate completion of required onboarding documents including, but not limited to agreements, I-9s, W-4s, etc. - Conducts and assists with new hire orientation in collaboration with the Training Coordinator. - Review and verify employee immigration and employment documents to ensure compliance with U.S. work authorization laws. Such as visas, Employment Authorization Documents (EADs), permanent resident cards, and passports to confirm validity, eligibility and expiration dates, interpreting different categories (e.g., H-1B, F-1 OPT, TPS, asylum, etc.) to understand the type and duration of work authorization and ensuring the I-9 compliance including proper completion, document verification, and timely re-verification when required. - Performs periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately to ensure accuracy and comply with applicable laws and policies. - Maintains the integrity and confidentiality of human resource files and records. - Answers frequently asked questions from applicants and employees related to standard policies, benefits, hiring processes, etc. refer to more complex questions to appropriate level HR staff or management. - Collaborate with other HR Team members including Benefits, Compensation Specialist, Training Coordinator, and Administration Team to assist on specials projects as assigned. - Assists with planning and execution of dedicated events such as organization-wide meetings, employee recognition events, holiday parties, and retirement celebrations. - Coordinate HR projects (meetings, training, surveys, etc.) and take minutes. - Assist with Employee Handbook and Onboarding/Offboarding Manual updates. - Performs other duties as assigned. Requirements Education & Experience MINIMUM JOB SPECIFIC QUALIFICATIONS: - Education: Bachelor’s degree - Experience: 1-2 years of experience is required - Excellent organizational ability with attention to detail and accuracy - Excellent verbal and written communication skills - Excellent reporting, research, and time management skills - Excellent communication and interpersonal skills with the ability to manage urgent and sensitive and confidential situations with tact, professionalism, and diplomacy. - Proficient with Microsoft Office Suite or related software - Proficient with or the ability to quickly learn payroll management, HRIS, and similar computer applications. Also, basic knowledge of labor laws.
