Compliance Lease Up Specialist - LIHTC

• Oversee compliance during the initial lease-up and/or takeover phases, ensuring documentation and reporting are completed on time for management and external agencies. • Ensure the accurate and timely processing of all tenant and resident third party verifications, and compliance paperwork requirements. • Conduct detailed initial reviews of lease-up files, ensuring accuracy, completeness, and program eligibility prior to submission to regulatory agencies. • Establish a standardized review process and Quality Assurance check to streamline file approvals and reduce error rates. • Facilitate and schedule weekly compliance check-in calls to ensure goals and workflows keep pace with unit delivery, qualification, and occupancy timelines. • Assist with onboarding and compliance support for new site team members, when needed. • Ensure all final approved lease-up resident files are uploaded into SharePoint, OneSite/Yardi (as applicable), and investor platforms. • Ensure the state monitoring databases are updated monthly (or more frequently) as required. • Ensure documentation/forms used by site staff are up to date. • Serve as the primary compliance liaison for file submissions, approvals, and audits. • Ensure timely responses to audit findings and implement corrective action plans as necessary. • Performs other duties assigned.
Traveling Compliance Specialist – HUD

• Develop a schedule for implementation the occupancy cycle, unit inspections, apartment availability, interviewing applicants, required verifications/documentation and tenant selection. • Enforce occupancy policy and procedures in accordance with regulatory agreements. • Implement initial, interim, and annual lease process for all units; coordinate with the compliance team to ensure all subsidy information for the resident is appropriately communicated. • Initiate communication to the compliance team for residents out of compliance with rent or house rules. • Organize files to support the tracking of all resident related housing court actions. • Maintain an accurate and orderly system of office records and tenant files in accordance with Fairstead regulations and agreements; maintain confidentiality as required. • Prepare resident move-in packages for the compliance team to review and approve. • Provide task supervision as requested by the Property Manager for maintenance and on-site security. • Develop and maintain positive relationships with all residents. • Complete and/or assist with completing housing program requirements such as Annual Owner’s Certification and monitoring agency file reviews and site inspections. • Execute requirements per Fair Housing regulations, Section 504 Act, and Certified Occupancy Specialist programs, HDC, HPD, HCR (Homes and Community Renewal), and HUD. • Actively participate in all necessary training to ensure that sites maintain compliance with Project-Based Section 8 programs as well as HPD, HDC and other government agency programs that have oversight to properties. • Assist Property Managers and Fairstead staff in developing responses to requests from third-party monitoring agencies. • Provide superior customer service to residents and prospective residents by promptly responding to all incoming calls, messages, and emails in a professional, respectful manner. • Travel required. • Perform other duties as assigned.
Community Manager

• Ensure adherence to laws relating to leasing, including but not limited to Departments of Housing and Urban Development (HUD), Fair Housing, Americans with Disabilities Act (ADA), and Fair Credit Reporting Act. • Remains compliant and knowledgeable in all aspects of the HUD 4350.3 Handbook. • Develops responses to regulatory agencies in coordination with the Compliance Department. • Implements intervention strategies with Regional Managers and Compliance Department for tenants who are non-compliant with lease/compliance requirements. • Prepares all site REAC reviews, EHS violations cleared, Management and Occupancy Reviews (MOR), Investor Site Reviews, Low-Income Housing Tax Credit (LIHTC) Reviews, and performs annual and interim recertification reviews. • Assisting tenants with requests, questions, problems, and complaints. • Monitors tenant and complex-wide arrears and litigation cases. • Document lease violations and coordinate evictions. • Direct collection of monthly rents and late fees, process applications, and pursue delinquencies through legal action and eviction. Monitor bad-debt write-offs. • Alerting staff of move-ins, move-outs, and any emergencies. • Supervise, direct, and monitor the preventive and emergency maintenance/repairs to ensure compliance with all regulations. • Coordinate vendor bids and contractor quotes. • Conduct and document unit inspections. • Conduct bi-annual walk-throughs with the Building Superintendent. • Create reports for review to ensure all buildings under the PM’s responsibility are properly maintained and building needs are appropriately noted, planned for, and addressed. • Provide and obtain updates on various ongoing construction projects/unit renovations. • Work with the construction team on avoiding violations, inspections, and necessary access. • Attend monthly financial catch-up meetings and monitor budgets.
