Role and Responsibilities - Design the vision and blueprint of an organization’s data framework. - Design and manage data systems, set policies for how data is stored and accessed, coordinate various data sources within an organization, and integrate new data technologies into existing IT infrastructures. - Data modeling and design, including software development and database administration. Minimum Qualification - Ten (10) plus years professional experience in data ecosystems writing SQL queries, building ETL pipelines, and designing data architecture. - Bachelor’s degree in Computer Science, Computer Engineering, Data Science, Management Information Systems, or Information Technology. - Prior experience working with public health agencies (e.g., CDC, NIH, or State Departments of Health) to modernize legacy data infrastructures.
Design, code, test, and document complex applications while implementing scalable software solutions. Evaluate technical options for enterprise systems and prepare formal test procedures to ensure quality and compliance.

Preferred Qualifications - Exposure to cloud platforms (Azure) and modern frameworks (Vue, Angular, React) - Prior experience developing state applications or working within regulated public-sector environments.

Role and Responsibilities Description of Services / Key Responsibilities The Worker will perform the following services, including but not limited to: - Assess, analyze, and document clinical workflows across inpatient, outpatient, and ancillary care settings. - Translate clinical and operational requirements into technical specifications for data extraction, reporting, and analytics solutions. - Design, develop, test, optimize, and maintain Cerner Command Language (CCL) scripts within Cerner Millennium environments. - Perform complex data extraction, validation, and reconciliation from Cerner Millennium Oracle schemas. - Support enterprise wide EHR data migration, reporting, and legacy system retirement initiatives. - Develop, maintain, and support structured data feeds, flat file extracts, and ETL processes. - Troubleshoot and resolve CCL performance issues and downstream data integration or reporting challenges. - Serve as a liaison between clinical informatics stakeholders and technical delivery teams to ensure accurate implementation of clinical intent. - Clearly communicate data limitations, technical constraints, and system dependencies to non technical audiences. - 10. Execute and tune CCL scripts, manage batch jobs, and support production and non production environments in accordance with HHSC standards Minimum Qualification - Strong understanding of clinical workflows and healthcare operations. - Demonstrated experience supporting large scale EHR implementations, migrations, or optimization initiatives. - Proven ability to translate clinical requirements into technical and data specifications. - Advanced, hands-on experience with Cerner Command Language (CCL). - Working knowledge of Cerner Millennium architecture and Oracle databases - Experience with SQL, Linux, and enterprise data extraction or migration patterns. - Experience designing and supporting ETL processes. - Familiarity with healthcare data integrations and reporting environments. - Experience with REST / SOA development. - Knowledge of distributed systems, networking, and performance tuning. - Experience writing, executing, and tuning CCL scripts in production environments. - Experience with data extraction, system integration, and code development. - Working knowledge of one or more of the following: Java, C, C++, Python, Perl, OCI. - Hands on experience developing or supporting services on public cloud platforms (AWS, Azure, GCP, OCI). - Experience supporting Cerner Millennium environments. - Prior experience serving as a senior Cerner consultant or technical lead.

Role and Responsibilities The scope of the proposed services will include the following: - Using Agile methods to analyze and document business functions and requirements Consult with management and personnel to identify, define and document business functions, needs and objectives, operational procedures, problems, input and output requirements - Analyze the integration of business functions with technology - Perform and/or facilitate business and technical analysis in support of project design and implementation for a team of application programmers - Identify and document relevant business processes contained in legacy application data systems - Build out and support the management and prioritization of the product backlog - Create user stories based on requirements and capture technical requirements as needed - Participates in all necessary team meetings and design sessions in accordance with Scrum ceremonies Required Qualifications Expertise and/or relevant experience in the following areas are mandatory: - Three (3) years of experience as a Business Analysis including eliciting, analyzing, and documenting business functions, processes, and requirements - Two (2) years of experience in Agile methodologies (Scrum, Kanban, etc.), writing user stories, and maintaining a healthy product backlog - Excellent verbal and written communication skills - Creating requirements documentation for complex projects. Preferred Qualifications Expertise and/or relevant experience in the following areas are desirable but not mandatory: - Documenting business requirements on a government modernization project - Identifying and documenting business processes contained in legacy application data systems - Business Analysis certifications such as PMI-PBA or CBAP - Quality assurance testing of application software - Creating operating procedures, user guides, and/or training material - Creating wireframe/mockups using applications such as Figma - Local candidates are preferred but not required.
