Role Description As Manager - Transit Integration, you will develop and facilitate strategic institutional relationships with: - Sound Transit - Washington State Department of Transportation - The City of Seattle - King County Metro - Pierce Transit - Everett Transit - Washington State Ferries - Snohomish County - Multiple cities within Snohomish County You will oversee major programs, plans, and projects being conducted by external partners to protect and ensure consideration and incorporation of Community Transit priorities and mobility needs. - Develop, advocate, and negotiate Community Transit’s interests in multiple highly visible and complex operating and capital transportation programs, plans, and projects. - Manage and facilitate ongoing coordination and communication throughout the region on projects and potential impacts. - Organize, plan, and manage the activities of internal working groups or committees to address specific issues of concern or opportunity. - Supervise staff, prioritize and assign work, conduct performance evaluations, and ensure staff is trained. - Advise the Chief Planning & Development Officer, CEO, Executive Team, and Board on Regional Integration strategies. - Negotiate and develop contracts and interlocal agreements regarding regional initiatives. - Perform other duties of a similar nature or level. Qualifications - Bachelor’s degree in Urban Planning, Transportation Planning, Public Administration, or a related field. - 5 years of progressively responsible experience in transit, public works, transportation, or land use planning. - 3 years of experience organizing, presenting, facilitating, and negotiating with diverse stakeholders and user groups. - An equivalent combination of education and experience to successfully perform the job duties is also accepted. Requirements - Principles and practices of transportation service and system planning and their relationship to land use planning. - Public policy planning processes. - Supervision and management principles. - Performance management and review process. - Federal, state, and local legislation and regulations governing land use, environmental impact, and transit operations. - Transportation industry practices and transit operations. Overview As Director of Employee Training, you will lead training initiatives for Community Transit, ensuring employees have the skills, knowledge, and tools needed to support the agency’s mission and goals. You will partner with leaders across the organization to strengthen performance, enhance employee experience, foster a culture of continuous learning, and build capacity for future success. Essential Duties - Direct the Agency’s training and employee development programs by developing, implementing, and continuously improving a strategic, comprehensive strategy that aligns with the agency’s mission, values, and goals. - Develop and direct key employee development initiatives such as job shadowing, tuition reimbursement, and job skills training and re-training programs to build organizational capacity and support long-term employee success. - Proactively plan, evaluate, and adjust training content and delivery modalities to align with agency goals and current and future transit workforce needs. Ensure alignment between required core competencies and agency training and employee development goals. Partner with operations, maintenance, and other departments to identify and address skill gaps and workforce planning needs. - Drive leadership continuity and talent pipeline development: - Oversee succession planning initiatives in close partnership with HR Business Partners (HRBPs) to ensure leadership continuity and workforce readiness. - Collaborate with Recruiting to align internship programs with workforce needs and talent pipelines. - Recruit, train, coach, and supervise management-level staff, prioritizing and assigning work: - Set goals and evaluate performance, providing timely and appropriate feedback, coaching, and recognition. - Make hiring, termination, and disciplinary recommendations. - Offer professional development opportunities. - Promote employee belonging in all staff programs and activities. - Facilitate conflict resolution within the team and cross-functionally with other divisions. - Evaluate organizational needs to determine funding requirements for employee training and development programs. Prepare the division’s annual budget and oversee its implementation, monitoring, and ongoing fiscal management to ensure responsible and effective use of resources. - Perform other duties of a similar nature or level.   Requirements Minimum Qualifications - 7 years of progressively responsible experience in training, learning & development, or adult learning. - 5 years of leadership or management experience overseeing workplace training teams or adult training programs. - 5 years of experience in curriculum design. - Experience developing and implementing enterprise-wide training strategies. - Experience managing budgets and evaluating return on investment for training initiatives. - Experience partnering with senior leaders to align training with organizational goals. Availability is subject to management approval and may be changed due to business needs. Work is performed in an office environment and requires the use of office equipment and technology. You will be required to move throughout and between different office buildings and may need to complete tasks in noisy environments. Role Description As a Senior Accountant, you will perform various accounting duties to support preparation of the agency’s financial statements, quarterly financial reports, annual budget, grant reporting, and other internal and regulatory reporting. - Recommend procedural or systems changes based on governmental accounting requirements and applicable tax laws. - Develop complex reports and assist with fixed asset accounting as needed. - Reconcile balance sheet and income statement accounts related to preparing agency-wide quarterly and annual financial statements. - Prepare and enter journal entries as required, including accruals, investments, bond entries, and others as assigned. - Prepare schedules for assigned notes to financial statements. - Prepare or assist with the preparation of complex financial reports including Community Transit’s quarterly financial statements, the Annual Comprehensive Financial Report, the National Transit Database, Washington State Department of Retirement Systems, Employment Security Department, the Internal Revenue Service (941 and W-2s), and various grant reports. - Reconcile or maintain accounting system data, including actual and budget ledgers, encumbrances, and payroll distribution. - Research discrepancies, determine solutions, and recommend procedures to correct deficiencies and improve functions. - Collaborate with staff from the State Auditor's office on the annual audit. - Review grant documents for accuracy. - Prepare payroll distribution for quarterly grant reporting. - Conduct a final review of calculations in the multi-level quarterly operating FTA grant billings. - Review invoices billed to capital grant projects for completeness and follow up with staff when additional documentation is needed. - Prepare cost allocations as necessary for grant reporting and lead the process to collect employee costs (intangible assets) attributable to capital projects. - Analyze the effects of governmental accounting standards and regulatory changes on the agency. - Recommend needed procedural and systems changes to improve efficiency for evolving business processes. - Work with project managers and agency staff to understand complex capital projects. - Prepare analysis for financial reporting. - Perform other duties of a similar nature or level. Qualifications - 4 years of experience in an intermediate level accounting position. - A Bachelor’s degree in accounting, or equivalent technical training may account for 3 years of experience. - Advanced skills with Microsoft Excel. - Experience using automated accounting systems, including report writing and analysis of data. - An equivalent combination of education and experience to successfully perform the job duties is also accepted.
