Title: HSE Regional Manager Location: Remote, United States Category: Quality, Health, Safety and Environment Job Id: 210923 Full time Permanent Education Bachelor's Degree Job Description: Job Summary: The Regional HSE Manager supports implementation of HSE systems, processes, programs and compliance with all company, local, provincial, territory, state and federal regulations at the locations and/or projects within their assigned region. This leader will work directly with the Director of HSE and local business leaders to develop a culture of safety and environmental stewardship, where our employees' safety and well-being is always first. This leader will serve as a technical expert and resource in HSE matters and serve as the leader/resource in their assigned areas of responsibility. As a member of the corporate HSE team, they will support their operations in the execution of HSE systems, programs, policies and processes. Field support, auditing, and continuous improvement will also be key responsibilities, requiring flexibility and significant travel (~50%). Additionally, this manager is responsible for working cross-functionally with other roles including operations, quality, corporate social responsibility & environment, human resources, etc. Essential Duties and Responsibilities Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions. - Support compliance with required company, local, provincial, territory, state and federal regulatory requirements (reporting, permitting, training, recordkeeping, communications, etc.), ISO certifications, and corporate HSE initiatives - Serve as a technical resource for sites within region on all aspects of HSE including OSHA, EPA and DOT (and related local authorities having jurisdiction) - Provide direct and regular support to locations and projects within assigned region with onsite visits at a set frequency - Assist with driving implementation of corporate programs and policies at assigned projects and locations - Assist with development and maintenance of corporate programs, policies, and procedures related to subject matter expertise, as requested by HSE leadership - Provide support to business safety needs including selection of PPE, training and program implementation - Provide oversight and management of site safety coordinators including holding regular SSC meetings and performing SSC training - Provide recommendations for control, correction, and continuous improvement of HSE issues and aspects - Assist in the execution of global, North America, and business HSE communication plans - Assist business units with incident investigation/root cause analyses, development of corrective/preventive action plans, and drive closure of associated actions - Ensure proper implementation of incident response, post injury management, care and return to work processes for team members. - Make recommendations for capital improvement needs related to safety and environmental controls and improvement - Participate in design for safety/design safety review processes for projects within region as assigned - Execute risk reduction activities including internal audit, risk assessment, risk reduction Supervisory Responsibilities - Regional responsibility for HSE coordination, SSC and leadership visibility. - Supports multiple business lines, countries, and operational environments as applicable to the assigned geography. - Provides oversight, reporting support, and escalation on HSE matters. • The Pre-Stressed Concrete Inspector is responsible for oversight of the fabrication facility's quality assurance. • Communicating with the Project Manager to determine specific requirements of a given work order. • Ensure services provided are performed in accordance with project requirements and contract with the client. • Generate and process timesheets, billing reports, and inspection reports. • Maintain a positive relationship between Bureau Veritas, fabrication facility, and client. • Ability to work remotely from established Bureau Veritas offices.

• Provide technical and administrative support to the field and operations staff • Support the overall assignment, set-up, communication, scheduling, coordination, preparation, and completion of project tasks • Coordinate contract administration, purchase orders, and change orders • Assist in developing a network of qualified subcontractors • Research project information and gather required documents from client supplied material (CSM) or municipalities • Review, understand, and interpret municipal survey/zoning codes • Track project progress to ensure engaged work is on pace • Communicate scheduling delays/issues to Sr. PC/PM • Assist with vendor recruitment and onboarding • Prepare and submit contractual reporting and deliverables to the Client

• Perform ASME/NB shop and field inspection services to assigned clients, including review, verification, implementation and applicability of the manufacturers written quality assurance program and/or design specifications. • Monitor client’s quality assurance program for compliance with relevant codes and requirements. • Document all inspection activities per established policies. • Ensure client compliance with applicable sections of the ASME BPV Code, National Board Inspection Code and jurisdictional requirements for repair and replacement activities. • Acquire and maintain knowledge of applicable sections of the ASME BPV Code and NBIC and jurisdictional requirements. Continually enhances knowledge through self-study, internal training, and approved continuing education.

• Responsible for coordination of the construction on the project • Manages and coordinates all on-site construction activities for compliance with the project schedule and monitors and enforces compliance with contract requirements • Supervises and mentors all managers; monitors their activities and provides leadership • Monitors and reports on construction productivity and schedule performance (including trends) to the owners Project Manager • Takes actions necessary to meet project budget and schedule requirements • Directs implementation of construction schedule recovery plans as required • Coordinates the Construction Completion Walk down, and manages the close out of all punch list items • Assists owners with landowner/public relations • Conducts daily coordination meeting with field staff & contractors • Reports weekly schedule and commodity installation status to the owners Project Manager • Monitors extra work authorization requests, back charges and supplier and subcontractor progress/final payment requests for acceptance and is responsible for subordinates providing the timely tracking information to Project Administrator • Has full knowledge of the safety program and acts as the Safety Representative on site in the absence of the regular owners Safety Supervisor • Has general knowledge of all disciplines of construction and is able to stand in for each lead discipline • Resolves safety and quality issues with the contractor’s safety and quality managers • Understands the major commercial and deliverable terms of the construction contracts and manages within these terms • Writes the construction portion of the construction monthly report • Coordinates with the Field Engineers or home office engineers on engineering deliverables • Responsible for the effective management of construction Manufacturer’s Service Technicians and the timesheet tracking of hourly employees • Supports continuous improvement efforts and the change management effects associated with the implementation of improvements.

• Ensure the high-quality installation of transmission infrastructure and related systems by providing on-the-job oversight of construction contractors. • Participate in reviews of project drawings/submittals, evaluate constructability, and provide feedback to the engineering team to help verify that the quality of materials, equipment, and workmanship conforms to the specifications and is aligned with contractual requirements. • Work with Site Manager and owner’s Project Manager in reviews of project schedules and their updates. • Supervise and provide quality control of the working team. • Manage the interface with interconnection personnel for connection of the project power grid to the existing transmission system. • Serve as the liaison between engineers, contractors, and craft workers to ensure electrical components of the project comply with drawings and specifications. • Attend and participate in project meetings (On-site and remote) • Establish and contribute to a positive work environment within the project team. • Maintain relationships with all visitors to the site: customers, contractors, and landowners. • Review logistics for efficiency, providing suggestions for improvement. • Review/monitor contractor’s procurement of electrical resources, methods, staffing, look-ahead schedules and coordination with other site activities • Work with engineering staff to ensure plans, specifications, submittals and RFIs are transmitted to subcontractors accurately and timely • Monitor Safety, Quality, and Efficiency of contractors work on every project. • Ensure owners supplied subcontract crews have resources and support.

• The Pre-Stressed Concrete Inspector is responsible for oversight of the fabrication facility's quality assurance on behalf of Bureau Veritas's client. • Communicating with the Project Manager to determine the specific requirements of a given work order, including the scope of work, deliverables, schedule, and budget for a particular assignment. • Communication with the Project Manager, fabrication shops, contractors, and other third parties to resolve schedule issues. • Ensure that the services provided are performed in accordance with the project requirements and contract with the client. • Generate and process timesheets, billing reports, and inspection reports in an expeditious and thorough manner, complying with all applicable deadlines. • All reports must be submitted typewritten using Microsoft Word/Adobe Acrobat and must be electronically transmitted to the Project Manager. • Communicate information from the fabrication facility regarding upcoming assignments and potential work that Bureau Veritas could perform. • Maintain a positive relationship between Bureau Veritas, the fabrication facility, and the client. • Ability to work remotely from the established Bureau Veritas offices. • Client oriented approach with emphasis on understanding and fulfilling the needs of the client. • Detail oriented with a dedication to the quality control and quality assurance process; ability to understand and read complex design and fabrication plans and specifications. • Excellent communication and documentation skills, with ability to communicate technical issues to the Project Manager, clients, and the fabrication facility. • Expertise in Microsoft Office (Word, Excel) required; knowledge of Adobe Acrobat and Lotus Notes preferred. • Proficient use of modern communication and computer equipment including cell phones, laptop computers and digital cameras. • Ability to multi-task and properly execute multiple simultaneous assignments without sacrificing efficiency or quality of the work. • Team player willing to work with clients, field staff, other Bureau Veritas offices, and the world wide Bureau Veritas organization.
