Role Description The Quality Assurance Manager is responsible for establishing, implementing, and continuously improving quality management systems and processes across the program. This role ensures compliance with Service Level Agreements (SLAs), contract requirements, and industry standards while driving performance optimization and customer satisfaction. This position supports large-scale federal IT programs and requires experience managing quality across complex, multi-team environments. Responsibilities - Lead development, implementation, and continuous improvement of Quality Management Systems (QMS) - Establish and manage quality policies, procedures, and performance metrics - Ensure compliance with SLAs, contractual requirements, and federal standards - Conduct quality audits, assessments, and performance reviews - Drive root cause analysis and corrective/preventive actions - Oversee program-wide quality reporting, metrics tracking, and continuous improvement initiatives - Collaborate with technical and program leadership to ensure delivery excellence - Support risk management, issue tracking, and process optimization efforts - Provide leadership and mentorship to quality and program teams - Ensure alignment with frameworks such as ISO, ITIL, CMMI, and Agile methodologies Qualifications - Bachelor’s degree in a related field (or equivalent experience) - Minimum of eight (8) years of experience in quality management or related field - Demonstrated experience managing SLAs, quality policies, procedures, and processes - Experience supporting large, complex federal programs - Strong knowledge of quality frameworks (CMMI, ISO, ITIL) - Proven ability to lead cross-functional teams and drive performance improvements - Strong analytical, communication, and leadership skills Requirements - 8+ years of experience - Ability to obtain Public Trust (or higher if required) - US Citizenship Required: Yes Desired Qualifications - PMP, ITIL, or CMMI certification - Experience supporting USPTO or similar federal agencies - Experience implementing Agile quality processes - Experience with enterprise-scale program quality oversight

Role Description Blackwatch International is seeking a Virtualization Engineer to support a federal agency with several data centers containing physical and virtual servers with its journey to the cloud. This customer will migrate applications which have been refactored to leverage cloud-native services to AWS, while those legacy applications which have not been rearchitected will migrate to Azure using the Azure VMware Solution (AVS). - Assess the current physical and virtual server infrastructure (in terms of interdependencies and service provision) - Right size (in terms of memory, CPU, and storage) - Plan, schedule, and execute the migration to Azure to minimize impact to workloads and application services The Virtualization Engineer will work as a valued member of a small technical team to plan, migrate, and validate the workloads migrated to Azure via AVS. - Implement network extensions and service meshes using AVS and VMware Hybrid Cloud Extension (HCX) - Migrate workloads to Azure via vMotion - Plan and execute quality control and quality assurance processes to validate fundamental infrastructure capabilities - Participate in the IPT to identify constraints, recommendations, and required activities across all support teams - Ensure risks are mitigated and issues are avoided The Virtualization Engineer must have experience planning and executing Physical to Virtual (P2V) server migrations as well as VM rightsizing assessments and execution. It is expected that the successful candidate is able to quickly integrate and assimilate into this IPT, coming up to speed rapidly, proactively building productive relationships, and prioritizing work to meet objectives in a fast-paced, fluid environment. - Self-initiative should complement teamwork - Ability to succinctly report accomplishments, specify and estimate critical next steps, and identify impediments/risks within deadlines Qualifications - Must have a degree in Information Technology-related discipline - Must have one or more active VMware certifications in data center virtualization, network virtualization, and/or Cloud Management and Automation - Must have 3 to 5 years of hands-on VMware engineering and administration experience - Must have experience performing P2V server migrations, as well as resource utilization assessments and right sizing - Must have exceptional written and verbal communication skills Requirements - One or more MS Azure certifications (Azure Administrator, Solutions Architect, Network Engineer) - desired but not required - Experience with Microsoft Azure and fundamental understanding of Azure cloud native services - desired but not required - Experience and comfort with Cisco Unified Computing System (UCS - current on-prem hardware platform) - desired but not required - Ability to assimilate into an existing team - desired but not required - Self-initiating and self-organizing - desired but not required

Role Description Blackwatch is seeking a Foundry Project Optimization Specialist to enhance program execution, operational efficiency, and risk mitigation for semiconductor fabrication initiatives for the Defense Microelectronics Activity (DMEA). This role provides focused support to the Program Manager by coordinating closely with tool vendors, semiconductor technical personnel, and key stakeholders to optimize installation, facilitization, and qualification activities. - Coordinate with tool vendors and technical teams to ensure smooth equipment installation and facility readiness. - Develop and maintain project schedules to align installation and qualification activities with program milestones. - Monitor facility readiness and resource allocation to minimize idle time and optimize workflow. - Drive process improvement initiatives across operations, applying industry best practices and continuous improvement methodologies. - Manage project budgets and financial processes to ensure cost realism, track expenditures, and align with funding requirements. - Identify and implement cost-saving measures to improve operational efficiency and reduce risk of overruns. - Provide real-time oversight of vendor performance and project execution to ensure timely delivery and quality standards. - Collaborate with cross-functional teams to resolve issues quickly and maintain alignment with overall program objectives. - Support achievement of program milestones through proactive planning, risk mitigation, and optimization strategies. Qualifications - Bachelor’s degree in Engineering, Project Management, Finance, or related technical discipline. - 10+ years of experience in semiconductor manufacturing and laboratory environments, equipment installation, or project coordination. - Strong understanding of semiconductor fabrication processes, facility readiness, and financial management principles. - Proven ability to manage vendor relationships, schedules, budgets, and resource allocation effectively. - Excellent communication and organizational skills with experience in cross-functional collaboration. - U.S. Citizenship and active or ability to obtain Secret clearance (firm requirement). Requirements - Experience with semiconductor tool installation and qualification processes. - Background in program optimization, risk management, and cost control methodologies. - Familiarity with Federal R&D environments and compliance requirements. - Project Management Professional (PMP) certification or equivalent experience.
