Serving hundreds of detained adults each year and offering legal orientation, screening, and representation to detained and formerly detained children, our work centers client autonomy, dignity, and holistic support within a fundamentally unjust system. Position Summary: The Deputy Director for Legal Coordination in the Detained Adult Program (DAP) helps manage and support the program by ensuring adequate coverage and programmatic response to legal issues confronting the people DAP provides legal services to in detention; connecting the on-the-ground experiences and issues observed in DAP to civil litigation and other legal efforts to enact systemic change; supporting the program’s provision of services as a whole through supervision and mentorship of staff, program planning, and casework and pro bono mentorship as appropriate. The Deputy Director’s approach to the work is collaborative and not top-down, working closely other managers and staff. The Deputy Director will also serve as a member of the Amica Center’s organizational Leadership Team and help set organization-wide priorities and policies. General Duties and Responsibilities: Program Services: - Provide oversight and management of significant aspects of the program in coordination with the program directors, other deputy program directors and managers. - Identify gaps in coverage of legal issues impacting DAP clients and pro se people and work with internal and external stakeholders on responses to address gaps. - Work with program management to set long-term program plans. Lead in creation of and follow up on strategic plans to address large-scale emergent legal issues and needs in collaboration with other managers and team. - Join regular meetings and liaise with Amica Center’s Immigration Impact Lab (Lab) on behalf of DAP to assess priorities for impact litigation cases and update Lab as different issues in direct services and detention arise. - Coordinate with Lab and external organizations on civil litigation impacting detained adults; provide programmatic support and structure for DAP participation in litigation and assess whether participation falls withing program priorities and capacity in consultation with other program leadership. - Take lead on tasks such as organizational declaration and comment drafting where needed for DAP participation in litigation. - Ensure adequate DAP representation in external coordinating meetings and working groups with other NGOs on legal issues impacting detained adults, acting as DAP representative where another appropriate lead is not identified. - Directly supervise Managing Attorneys or senior staff. - Work with Managing Attorneys and program leadership to ensure that the program is kept abreast of new developments in the law and that junior staff are adequately trained on the law. - Identify, help organize and uplift opportunities for other staff in DAP to participate and take on leadership and substantive responsibilities on legal issues. Mentorship and Representation: - Manage a docket of cases for mentorship or co-counseling with internal staff or external pro bono attorneys. - This role is largely non-representational. However, candidates may have a minimal direct representation caseload of their own aligned with their professional development goals or to gain experience in new areas of DAP work. Organizational Services: - Actively engage in organizational Leadership Team meetings, sharing updates and discussing emerging legal issues confronting clients and pro se people DAP serves. - Coordinate with DAP managers and prepare DAP agenda items for cross-program internal Legal Strategy meetings. - Liaise with Children’s Program as needed to ensure support on crossover legal issues. - Participate in stakeholder relationship activities. - Assist other program staff during high-work/low-bandwidth periods. Qualifications Required: - JD and active license to practice law in any US state or jurisdiction - At least 5 years of relevant experience in immigration law, including removal defense and detention - Relevant experience in federal litigation - At least 3 years of supervision experience - Significant experience in strategic planning and project management - Written and oral Spanish proficiency required; fluency strongly preferred - It is expected that the candidate will need to travel for work-related business. Our Work Environment The Detained Adult Program (DAP) works with hundreds of adults who are detained by ICE each year, providing information, support, and legal representation. We provide trauma-sensitive, person-centered services, and deeply value the autonomy of the people we work with in detention as they navigate the fundamentally inhumane immigration system. Amica Center’s Detained Adult Program is a highly collaborative work environment. Each team lead works directly with a focused team, but all colleagues are interconnected through, for example, case workshops or staff-run committees. DAP staff is a source of expertise in the highly complex and ever-changing immigration system. They have persisted through administration changes, policy shifts, and attacks on the rights and freedoms of immigrants through project-focused cohorts that arise to address challenges or to brainstorm and implement affirmative strategies. Position Summary A DAP paralegal supporting the Know Your Rights and Direct Representation program, splits their time approximately 50/50 between jail visit tasks: - the coordination and execution of monthly visits to detention centers in Virginia (Farmville Detention Center and Caroline Detention Facility) for the purpose of conducting know your rights presentations and workshops with detained adults, - conducting intakes with grant-eligible individuals in the Virginia detention facilities, tracking their cases through placement, and providing basic pro se resources; And direct representation tasks: - working with detained people and their attorneys throughout the course of removal proceedings, including assisting with paperwork and case preparation; and - supporting the program’s provision of services as a whole. This position is a hybrid remote/in person with the expectation that you will be in the DC office at least once a week. General Duties and Responsibilities [1] Know Your Rights Visits: - Conducts detention facility visits in Virginia (normally 1 overnight visit per month, for 2 full days), for the provision of know your rights presentations and group workshops. - Participates in preparation for and development of materials for detention facility visits including the creation of and training on providing know your rights information and developing pro se materials by keeping up with key legal updates - Conducts administrative tasks to facilitate communication with clients at the detention facilities and interfaces with facility staff - Completes intakes with people in Virginia detention facilities eligible for legal services Client Services: - Supports attorneys representing detained and released clients before immigration courts in Virginia, Maryland and remote locations (virtually), USCIS, ICE and local state courts. This includes representation in cases such as Asylum, Withholding of Removal, Protection under the Convention against Torture, Board of Immigration Appeals, and Cancellation of Removal. Support includes assistance in developing client and witness declarations, coordination, drafting and preparing filings, country conditions research, and input in case strategy. - Serves as a backup to the intaking team, performing approximately 1-2 direct rep intakes per month - Actively engages in Amica Center’s training and advocacy efforts, as needed. - Interfaces with social services staff, in preparation and execution of post release and social services plans. • The Legal Intern will assist our staff with representing immigrants in appeals before the Board of Immigration Appeals (BIA) and the U.S. Courts of Appeal. • The Legal Intern will also assist our staff with class action cases, amicus briefs, Freedom of Information Act (FOIA) complaints, and habeas petitions in federal district courts and U.S. Courts of Appeal. • The Legal Intern may assist with all aspects of our ongoing appeals at the BIA and federal circuit courts related to asylum/Convention Against Torture, the intersection of criminal and immigration law (“crimmigration”), and immigration detention, including assessing new referrals, conducting legal research, writing memoranda, and contributing to amicus and merits briefing. • The Legal Intern may assist with drafting habeas petitions to secure the release of immigrant adults from detention, as well as preparing habeas cases for placement with pro bono partners. • This assistance may include legal research, phone interviews with clients in detention, evidence collection, drafting of petitions, and collaboration with community advocacy groups. • The Legal Intern may assist with new and ongoing litigation under the Freedom of Information Act (FOIA). • This assistance may include drafting FOIA requests and complaints, researching applicability of FOIA exemptions, and tracking/analyzing FOIA production. • The Legal Intern may help the Lab develop its website resources, conduct trainings, and draft practice advisories to support and educate attorneys who work with immigrants in detention.
