Role Description Our client is seeking a skilled and DoD cleared Cloud Engineer to support their initiatives in developing and managing cloud-based applications. The successful candidate will play a crucial role in enhancing cloud processes, ensuring that all deliverables meet user acceptance criteria while adhering to security best practices. With a strong background in Azure environments and extensive experience in automation tools such as Jenkins, GitLab, Kubernetes, and Docker, the ideal candidate will be a trusted advisor in implementing industry standards and driving continuous improvement. Position Summary Our client is seeking a Technical Architect for an ongoing program supporting the Centers for Medicare and Medicaid Services (CMS). Our client provides a wide range of Health IT services, including Enterprise Architecture (EA), and is currently on task to provide Technical Architecture services CMS-wide. We are looking for a highly experienced professional who can work with our team to support multiple workstreams, providing consultative and SME services for the CMS Division of Enterprise Architecture. This role is critical to ensure the agency’s systems are developed, maintained, and transitioned in alignment with a robust and secure technical architecture. The ideal candidate will have a strong technical background, excellent leadership skills, and a deep understanding of federal IT technical standards and processes. Primary Responsibilities - Coordinate TRA updates utilizing AGILE principles, defining Projects and user stories and participating in ceremonies. - Develop, implement, and coordinate the Technical Reference Architecture (TRA) process as part of the CMS EA. - Collaborate with senior agency leadership, including government employees and contractors to define and document the TRA framework, ensuring alignment with agency goals and federal standards. - Define and model Design Patterns for reuse within Solution architectures - Establish and maintain policies, standards, and guidelines for the TRA process, ensuring compliance with federal regulations and security baselines (e.g., NIST, SCuBA, TRA standards) - Work closely with system owners, architects, and technical teams to ensure all current and new systems adhere to the approved TRA standards. - Facilitate cross-functional collaboration between business, IT, and security teams to ensure the TRA process supports both operational and strategic objectives. - Conduct periodic reviews and updates of the TRA to incorporate emerging technologies, evolving security requirements, and agency priorities. - Provide technical oversight and guidance to project teams during the development, transition, and maintenance of systems interacting with the agency’s processing environments. - Develop and deliver training and documentation to educate stakeholders on the TRA process and its importance. - Monitor and report on the adoption and effectiveness of the TRA process, identifying areas for improvement and implementing corrective actions as needed. - Serve as the primary point of contact for TRA-related inquiries, ensuring timely resolution of issues and concerns. Requirements Education, Certifications and Years of Experience - Bachelor’s degree in Computer Science, Information Technology, Engineering, or a related field. - Minimum of 5 years of experience in technical and enterprise architecture, or a related role. Knowledge Skills and Abilities - At least 5 years of experience in technical and enterprise architecture, or a related role. - Proven experience participating large-scale IT projects within federal agencies or similarly complex organizations. - Strong understanding of Technical Reference Architectures (TRA), including its role in system development, security, and compliance. - Familiarity with federal IT standards, such as SCuBA TRA security baselines and other cybersecurity frameworks. - Excellent stakeholder management skills, with the ability to work effectively with senior leadership and cross-functional teams. - Strong analytical and problem-solving skills to address complex technical and organizational challenges. - Exceptional written and verbal communication skills, including the ability to create clear documentation and deliver presentations. Preferred Knowledge, Skills, and Abilities - Expert in CMS IT Architecture Design and Governance - Proficient knowledge of CMS infrastructure and applications that are supported on various distributed and mainframe platforms. - Thorough understanding of Data Architecture. - Experienced in strategy implementation guidance that correlates to latest IT industry trends and best practices. - Strong understanding of Enterprise Architecture Frameworks such as ArchiMate, FEA, ToGAF, and DoDAF. - Proficiency in Enterprise Architecture tools such as Sparx EA, Prolaborate, or other industry related EA Tools. - Certified Information Systems Security Professional (CISSP) or similar cybersecurity certification. - ArchiMate, FEA, DoDAF or TOGAF certification. - Solid Experience working with federal agencies, particularly in roles involving IT governance or enterprise architecture. - Familiarity with cloud-based systems (e.g., M365, AWS) and their integration into federal IT environments. - Hands-on experience with security compliance frameworks and tools used in federal IT systems. - In-depth understanding of federal IT policies, including OMB Circular A-130, FISMA, and NIST standards. - Knowledge of emerging technologies and their implications for federal IT systems (e.g., AI, zero trust architecture). Benefits Compensation Salary Range: $150,000-180,000 The salary range for this position is determined based on a variety of factors, including but not limited to, experience, qualifications, skill level, and location.
