• Lead and execute the end-to-end lifecycle of language models and AI solutions (APIs, MCPs, Agents) at Blip. • Evaluate and orchestrate transitions between calls to commercial model APIs and internally distilled models deployed in a VPC, aiming for maximum quality, technological autonomy, and cost/latency efficiency. • Design and run rigorous experiments to test new architectures, quantization techniques, and modeling strategies under technical uncertainty. • Build and manage automated large-scale data cleaning and curation pipelines, and orchestrate and monitor inference workloads in cloud environments. • Work closely with product and business teams to ensure AI initiatives align with Blip's strategic objectives.

Role Description Planned Systems International (PSI) is seeking a Senior AI Engineer to support the U.S. Department of Veterans Affairs (VA), Office of Information & Technology (OIT). This position will lead the design, development, and implementation of Artificial Intelligence (AI), Generative AI, Machine Learning (ML), and intelligent automation solutions that enhance enterprise software engineering, testing, DevSecOps, and IT operations. The successful candidate will collaborate with cross-functional teams to identify high-value AI opportunities, develop proof-of-concepts, and deliver secure, scalable, production-ready AI solutions aligned with VA AI governance and Trustworthy AI principles. - Design and develop AI-powered applications using Large Language Models (LLMs), Generative AI, and Machine Learning. - Build AI Copilots, AI Agents, and Retrieval-Augmented Generation (RAG) solutions to improve software engineering, testing, documentation, and operational workflows. - Develop intelligent automation solutions for test case generation, defect analysis, knowledge management, predictive analytics, and process optimization. - Integrate AI capabilities into enterprise applications, APIs, Azure cloud services, and DevSecOps pipelines. - Evaluate emerging AI technologies and rapidly develop Proofs of Concept (PoCs). - Collaborate with architects, engineers, testers, and business stakeholders to identify and implement innovative AI solutions. - Ensure all AI solutions comply with VA cybersecurity, privacy, accessibility, and Trustworthy AI requirements. - Manage multiple tasks and deadlines efficiently, ensuring timely delivery of high-quality deliverables. - Educate colleagues on brand standards and ensure all visual communications reflect the organization’s identity. - Use advanced features in graphic and presentation software (e.g., PowerPoint, Adobe Creative Suite, Visio) to automate and enhance design processes. - Perform a technical edit for quality assurance on all presentation and documentation prior to delivery to the customer. - Create and implement consistent templates and documentation styles for all PowerPoints, Diagrams, and technical publications. - Collaborate with subject matter experts when creating user guides, process documentation, new templates, template updates, and presentations to understand project specifications and needs. - Analyze team presentations to ensure efficiency and that all aspects of the process are documented. - Create, edit, and maintain training material, brown bags, and instructional supplements to ensure processes are understood. - Provide a high level of customer service by adopting the customer’s mission and working towards success. - Work with AI to improve these functions. Qualifications - U.S. Citizenship (for VA contract eligibility). - Bachelor’s degree in computer science, Engineering, Data Science, Artificial Intelligence, or related field. - 5+ years of overall software engineering experience. - 2+ years of hands-on experience developing AI, Machine Learning, or Generative AI solutions. - Strong programming experience with Python. - Experience with Azure OpenAI, OpenAI APIs, or similar LLM platforms. - Experience with LangChain, LlamaIndex, Semantic Kernel, or comparable AI frameworks. - Experience building Retrieval-Augmented Generation (RAG) applications and AI Agents. - Experience developing REST APIs using FastAPI or similar frameworks. - Familiarity with Git, Azure DevOps, CI/CD, Docker, and cloud-native development. - Strong analytical, communication, and problem-solving skills. Desired Qualifications - Experience supporting the U.S. Department of Veterans Affairs (VA) or other Federal agencies. - Experience with healthcare IT, EHRM, VistA, Oracle Health Millennium, FHIR, or HL7. - Experience with Azure AI Studio, Azure Machine Learning, vector databases, and prompt engineering. - Knowledge of NIST AI Risk Management Framework, Responsible AI, and Federal AI governance. - Current Moderate Background Investigation (MBI) and VA network access a plus. • Lead INEE’s work on the Quality Assurance Facility for AI Edtech in Emergencies, including project management and technical leadership • Provide expert technical input and guidance to the development of components for quality assuring AI EdTech including benchmarks and rapid evaluations aimed at defining what “good” looks like in AI EdTech in Emergencies and delivering decision-grade evidence • Contribute subject matter and policy expertise on distinct thematic areas of Education in Emergencies to the QA Facility for AI in Emergencies, such as Mental Health and Psychosocial Support (MHPSS), School Safety, and/or Accelerated Education in Emergencies • Lead engagement and collaboration with INEE’s membership to capture current practice, needs, and demands regarding AI EdTech in Emergencies and ensuring activities of project reflect this input • Support the strengthening, deepening, and localizing of INEE’s Network to include stakeholders and decision-makers in EiE contexts who may have an interest in using the QA Facility • Represent INEE, the project, and partnership in key international forums to disseminate findings, raise awareness, and drive use of the QA Facility • Support the INEE Secretariat in strategic thinking and thought leadership regarding AI EdTech in Emergencies
