Role Description You will be working with our more established contractors and staff to focus on several web and Windows applications used both by internal ELECT staff and constituents of the Commonwealth of Virginia. The candidate will need expertise as a programmer and designer for Cloud Services. Responsibilities include: - Implementing and developing applications to interface with Service Oriented Architecture (SOA) and other offerings from major Cloud Service Providers. - Analysis, design, and coding for a new application. - Working without assistance, providing leadership for others, and managing highly complex work efforts. - Maintenance, enhancement, and development work. - Collaborating with the Business Analyst, Application Architect, and other Application Development Team members to ensure design and code meet customer requirements. - Potentially working with SaaS and Cloud service providers. Qualifications - Minimum 7 years of experience in the following skills: - Azure App Services, Azure functions, Azure Kubernetes Service (AKS), Azure Storage (Blob, Table, Queue), Azure SQL/Cosmos DB - Azure API Management, Azure DevOps (Repos, Pipelines, Boards), Identity & Access: Azure AD, OAuth2, OpenID Connect - Responsive UI implementation (HTML/CSS), REST and GraphQL client-side integration - .NET Core / .NET 7+ or Node.js, Designing scalable REST APIs, Microservices architecture - Event-driven design using Azure Event Grid, Service Bus, or Event Hubs - ORM experience (Entity Framework, Sequelize, Prisma, etc.) - SQL Server and writing optimized SQL queries, NoSQL experience with Cosmos DB, Data modeling and schema design - Integrations with Azure Data Factory - Azure DevOps Pipelines or GitHub Actions, Infrastructure as Code: Bicep, ARM, or Terraform, Containerization (Docker) and orchestration (AKS) - Automated testing frameworks and test strategy design - Strong understanding of distributed systems, Clean architecture, DDD, SOLID principles, API design standards and documentation (Swagger / OpenAPI) - Ability to mentor developers and lead technical discussions - Comfortable with cross-team collaboration (security, QA, product, DevOps) - Strong problem-solving and architectural decision-making - Effective communication with both technical and non-technical stakeholders - Ability to estimate work, plan sprints, and design technical roadmaps Requirements - Bright, motivated, skilled, and a difference-maker. - Able to get things done with minimum direction. - Enthusiastic, a thinker, able to juggle and multi-task. - Effective communicator and leader.
