Role Description Allegheny Science & Technology (AST) is seeking an experienced Project Manager / Task Lead to support AST's role in an upcoming federal program, contingent upon award and successful negotiation of a subcontract. This position will serve as AST's lead for assigned workstreams, providing operational leadership, technical assistance, stakeholder coordination, and performance management in support of a national initiative designed to expand artificial intelligence (AI) readiness across the United States. Working collaboratively with the project prime contractor, partner organizations, and the client, the Project Manager / Task Lead will oversee execution of AST's responsibilities across multiple workstreams, ensuring effective program management, operational integration, performance reporting, and coordination among a diverse network of stakeholders. This is a contingent position. Employment is contingent upon AST's successful negotiation of a subcontract and subsequent award. Position is remote. Periodic travel within the United States (approximately one trip 3-5 days/month) may be required to support partner meetings, workshops, technical assistance activities, and annual convenings. Duties & Responsibilities - Lead AST's execution of assigned responsibilities across multiple workstreams. - Serve as AST's primary interface with prime contractor and collaborate closely with project leadership, partner organizations, and client representatives. - Direct day-to-day program execution, operational integration, and adaptive management activities. - Oversee development and implementation of technical assistance strategies, operational procedures, and Communities of Practice. - Coordinate stakeholder engagement activities, workshops, technical meetings, and collaborative working sessions. - Lead development of performance management processes, milestone tracking, key performance indicators (KPIs), executive dashboards, and recurring program reporting. - Monitor project risks, recommend corrective actions, and implement continuous improvement strategies. - Ensure timely completion and quality of assigned deliverables while maintaining compliance with project requirements. - Supervise AST project staff supporting the effort and coordinate work assignments across the team. - Prepare executive briefings, presentations, reports, and other project documentation. - Perform other duties as assigned. Qualifications - Bachelor's degree in public administration, business, engineering, computer science, information technology, public policy, organizational leadership, or a related field. - Eight (8) or more years of progressively responsible experience managing complex federal, state, university, or industry programs. - Demonstrated experience leading multidisciplinary teams and coordinating activities across multiple organizations. - Experience developing and implementing program management processes, performance metrics, executive reporting, and operational dashboards. - Experience facilitating stakeholder engagement, workshops, working groups, and collaborative initiatives. - Strong organizational, analytical, problem-solving, written communication, and presentation skills. - Ability to manage multiple priorities while maintaining high-quality deliverables and meeting project milestones. - Proficiency with Microsoft Office 365 applications, including Teams, SharePoint, Excel, PowerPoint, and Word. - U.S. Citizenship is required. Desired Qualifications - Experience supporting federal contracts and / or other federal research and innovation programs. - Experience leading technical assistance, Communities of Practice, or national coordination initiatives. - Experience supporting AI, advanced technology, workforce development, regional innovation, or economic development programs. - Familiarity with Power BI or other data visualization and performance reporting tools. - Project Management Professional (PMP) certification or comparable project management credential. Additional Information - Position is contingent upon award and execution of a subcontract. - Employment is expected to begin following contract award and successful subcontract negotiation. - The pay range for this position based on full-time employment is $150,000 - $170,000.
