Role Description As a member of the Customer Experience team, the Director, Data Analytics ensures timely creation of key Executive and Health plan management reports, as well as providing critical analytical insights. This role will assist in developing, implementing and monitoring the organization's enrollment, utilization and operational-related reporting and analytics to support business and customer satisfaction decision making. Drives analytic engagement among interdepartmental customers including, but not limited to, IT; Finance; Actuarial, Claims, Call Centers and Utilization and Care Management. Manages data analytic staff who assist in the development and execution of standard and ad-hoc reporting along with supporting analysis as needed. - Design and develop analytical reporting tools to efficiently measure, monitor, and communicate clinical, operational & financial results. - Lead end-to-end efforts to establish a comprehensive set of actionable reporting metrics, dashboards and scorecards tied to market share growth and Molina member and provider experience. - Support and provide insightful provider/contract and value-based analytics. - Create meaningful cost, enrollment and operational metrics and data visualizations to support monthly operating reviews. - Oversee enrollment/clinical reporting for State and/or Centers for Medicaid & Medicare Services (CMS) where applicable. - Serve as subject matter expert for any projects and or new business related to areas of oversight. - Collaborate with health plan finance staff in review and analysis of premium rates received from the state(s) for appropriateness. - Act as a liaison to all other internal and external customers on behalf of Molina and data management areas. - Manage, mentor and develop/coach analytical team. • Conduct quantitative analysis of climate displacement risk data across CMIL priority countries, in particular in countries with low analytical capacity. Generally this work will take place with expert partners but may also involve independent technical work. • Review, stress-test, and propose targeted improvements to existing RICD modelling approaches, including assumptions, indicators, weighting, and aggregation methods. • Support the development and adaptation of micro-level analysis methodologies combining quantitative and qualitative elements. • Contribute to the RICD methodological working group, providing technical inputs on modelling design, indicator selection, and data quality. • Support the integration of hazard-specific displacement risk assessments (e.g. flood, drought, heatwave) and vulnerability dimensions (e.g. conflict) into the RICD analytical framework. • Ensure gender-sensitive data considerations are reflected in analytical outputs. • Support alignment of RICD analytical approaches with CMIL colleagues in other regions and IOM HQ. • Develop and improve hazard, exposure, and vulnerability simulations in key hotspots. • Identify gaps in country-level climate and displacement data and work with national partners and IOM missions to source, clean, and validate relevant datasets. • Assess the quality, coverage, and reliability of available data at country level across CMIL priority countries. • Develop or adapt data processing workflows to improve consistency, comparability, and usability of datasets within the RICD framework. • Improve the interoperability of data across different sources, formats, and scales — including government administrative data, household surveys, and remote sensing products. • Propose and apply proxy indicators or methodological workarounds where primary data is unavailable or of insufficient quality. • Provide hands-on technical support and training to national technical staff and local partners on data collection, processing, and analytical methods relevant to climate displacement risk. • Support partners in understanding, applying, and contextualising RICD outputs at country level, including through guidance notes and direct accompaniment. • Develop simplified technical materials and training resources tailored to varying levels of technical capacity among partner institutions. • Serve as an analytical support, where required for the CMIL teams globally, supporting colleagues on data queries, output interpretation, and quality assurance of analytical products. • Contribute to RICD reports, technical briefs, and other knowledge products, translating findings into accessible outputs for policy and programme audiences.

This is a high-impact role for a technical, detail-oriented leader who thrives on turning ambiguous data needs into tangible, scalable solutions. - Drive the ML Flywheel: Lead the end-to-end lifecycle of ML data, from initial mining and curation to labeling policy definition, validation, and model evaluation. Work cross-functionally to ensure coordination and alignment on objectives and key results. - Translate Policy to Code: Lead the development of sophisticated labeling policies for complex AV domains (e.g., behavior prediction, long-tail edge cases). Convert ambiguous ML quality problems into precise, scalable annotation policies and data taxonomies. - Build Evals & Metrics: Design and implement ML evaluation frameworks. Qualifications - 8+ years of experience in data analysis, including identifying trends, generating summary statistics, and drawing insights from quantitative and qualitative data. - Deep understanding of the ML data lifecycle: labeling, taxonomy design, quality control, and data curation. - Experience with ML Data Flywheel and working understanding of ML development life cycle (e.g., model deployment, model evaluation, data processing, debugging, fine-tuning). - Background in leading and managing complex programs that span across organizations and functions, with specific experience in Machine Learning data annotation or Human-in-the-Loop initiatives. - Strong ability to thrive in a dynamic environment, demonstrating comfort and effectiveness when dealing with ambiguity. - Ability to quickly learn and implement new concepts and utilize proprietary tools.
