Role Description RF ENGINEER SR PRINCIPAL The United States Department of Commerce’s (DOC) National Telecommunications and Information Administration (NTIA) is the President's principal adviser on telecommunications and information policy issues. NTIA manages the Federal use of the electromagnetic (EM) spectrum; performs cutting-edge telecommunications research and engineering, including resolving technical telecommunications issues for the Federal Government and private sector. As a RF Engineer Sr Principal, you must understand how the federal government assigns EM spectrum frequencies for satellites, radars, antennas, receivers, and transmitters. You must also understand compliance with the “Redbook” found here: https://redbook.ntia.gov . You must have a good understanding of the Table of Allocations (TOA). Working knowledge of EL-CID Desktop is a huge plus as functionality currently in EL-CID Desktop must be implemented in EL-CID Online. EL-CID Desktop exports files in .CID format (actual application is XML). You must have knowledge of XML. You must understand how to show graphically (line diagrams, curve diagrams, etc.), system inter- and intra- relationships. As a RF Engineer Sr Principal, you will need to write requirements in the form of JIRA tickets (called stories) with acceptance criteria. You will need to vet these requirements in-depth with the System Review Branch Chief and engineers and then with other government stakeholders in weekly Integrated Project Team meetings. Once the requirement is prioritized for development, you will need to assist developers with understanding the requirement so they can implement it in the system. You will be part of an agile team with sprint releases every three weeks. You will own the functional product backlog and be responsible for assigning a Rough Order of Magnitude (ROM) estimate to each story; and will work with the IPT to prioritize the stories for implementation. Additionally, you will have to assist users with building their spectrum systems and correcting compliance check errors as part of EL-CID Online production support. You will also assist with user training by creating specification sheets for users to use to build spectrum systems. Responsibilities: - Use EL-CID Desktop to determine current functionality. - Work with Systems Review Branch Chief, engineers, and other stakeholders to determine functionality to be ported from EL-CID Desktop to EL-CID Online. - Write the requirement or defect as a JIRA story/bug. - Prepare for and host pre-IPT meetings with the System Review Branch to decompose the high-level epics/user stories into detailed user stories with acceptance criteria. - Own the product backlog and attend Integrated Project Team (IPT) meetings to describe functionality in the JIRA story and assist government stakeholders to prioritize the work. - Help developers understand the functionality to be implemented. - Help to test the functionality after developers implement the changes. - Be the Subject Matter Expert for Spectrum systems and frequency assignments. - Propose business solutions for meeting requirements. - Provide Operational support expertise. - Assist with debugging issues in production and assist agencies with their Spectrum questions and files, including building spectrum systems and correcting compliance errors. - Good written and verbal communication skills coupled with strong listening skills. - Ability to write documentation where audience is a spectrum engineer. - Ability to prepare mock-ups, flow diagrams, or models, and procedures along with conducting feasibility studies to design possible system solutions. - Ability to work independently. - Ability to create training material (input certification requests), specification sheets, training scripts, PowerPoint presentations, and conduct in-person and virtual training for agencies. - Generate agenda and host bi-weekly meetings with DoW’s Portfolio Acquisitions Executive Services (PAE) to discuss Import/Export and SSRF changes for interoperability. - Produce Meeting Minutes. - Provide input to trainer to update User Manual after every sprint as needed, review the updates to ensure accuracy.
