Role Description CDM has an exciting new opportunity for a Business Operations & Capture Manager to help us grow in the Tampa area. The Business Operations & Capture Manager serves as a key operational leader supporting growth, capture, workforce coordination, and internal business operations within a federal contracting environment. This position is responsible for maintaining opportunity pipeline visibility, coordinating partner engagements, enabling proposal and capture activities, supporting staffing administration, and ensuring organizational processes are executed efficiently and consistently. The role works across business development, operations, finance, recruiting, and program teams to ensure priorities, deliverables, and workforce actions remain organized, actionable, and aligned with company objectives. Success is measured through operational efficiency, pursuit readiness, staffing coordination, process discipline, proposal support quality, and the ability to drive execution across multiple concurrent initiatives. Responsibilities - Pipeline and Growth Operations - Maintain opportunity pipeline data and growth tracking systems. - Ensure opportunity records, pursuit statuses, and business development activities remain current and accurate. - Coordinate external partner communications, teaming activities, and follow-up actions. - Support industry engagement planning, conferences, trade shows, and customer-facing events. - Maintain and update capability statements, marketing collateral, and pursuit-related materials. - Conduct market research and collect competitive intelligence from public and internal sources. - Prepare summaries of market trends, customer priorities, and opportunity developments. - Capture and Proposal Enablement - Coordinate proposal schedules, milestone tracking, and submission timelines. - Support development of proposal artifacts, compliance matrices, outlines, and administrative documentation. - Draft executive summaries, opportunity briefs, capability narratives, and other business development materials. - Manage repositories containing past performance information, resumes, certifications, and proposal assets. - Coordinate subject matter expert contributions and review cycles. - Track action items, deadlines, and deliverable status across multiple pursuits. - Internal Operations - Manage recurring operational meetings, action registers, and task tracking processes. - Develop and maintain standard operating procedures, templates, and internal documentation. - Coordinate onboarding and offboarding logistics. - Support organizational process improvement initiatives. - Maintain records and business documentation in accordance with company standards. - Ensure operational data, trackers, and repositories remain current and accessible. - Program Personnel Operations - Coordinate staffing administration for contract personnel and internal employees. - Support employee onboarding activities, workforce transitions, and personnel logistics. - Track employee availability, PTO coordination, and workforce status reporting. - Monitor timekeeping compliance and assist personnel with administrative requirements. - Maintain staffing trackers and workforce management records. - Coordinate program administrative support activities as directed. Qualifications - Citizenship: Must be a US citizen - Clearance: Must pass a background check - Education: - Bachelor's degree in an Acquisition, Business Administration, Management, Organizational Leadership, Communications, Marketing, Public Administration, Project Management, Human Resources, Government Contracting, or a related field. - Years of Experience: - Minimum 5 years of professional experience in business operations, capture support, proposal coordination, project coordination, workforce administration, recruiting operations, or related business functions. - Minimum 3 years supporting a federal government contractor, defense contractor, or professional services organization. - Experience managing multiple priorities, deadlines, and stakeholders in a fast-paced environment. - Experience with CRM platforms, opportunity tracking systems, and Microsoft 365 collaboration environments. - Demonstrated experience developing executive-ready documentation, reports, and business communications.
