Sabot Consulting is seeking a Business Solutions Analyst that will support large, complex, public‑sector IT transformation initiatives by applying structured analytical techniques and Organizational Change Management principles to assess business needs, document system and process impacts, and support stakeholder readiness and adoption. Apply structured analytical processes to IT projects, including requirements analysis, process analysis, and solution assessment. Analyze current (“as‑is”) and future (“to‑be”) business processes to support modernization, system replacement, and business process re‑engineering initiatives. Document business processes, workflows, functional requirements, and supporting artifacts aligned to DOJ standards. Conduct stakeholder impact analyses and support change readiness assessments for internal and external stakeholder groups. Support development and maintenance of OCM artifacts, including stakeholder registers, impact assessments, readiness findings, and adoption inputs. Assist in development of training strategies, communication materials, and change enablement documentation. Support government agency stakeholders by translating business needs into clearly documented analytical outputs. Facilitate and participate in meetings, workshops, and working sessions to elicit requirements and validate findings. Support OCM activities related to adoption planning, resistance management, and continuous improvement. Contribute to reporting, documentation, and knowledge transfer activities required by DOJ governance and oversight processes.

Job Requirements

  • Bachelor’s degree from a recognized college or university, or equivalent qualifying experience on a year‑for‑year basis.
  • Active Organizational Change Management (OCM) certification from a recognized industry organization (e.g., Prosci, CCMP, or ACMP).
  • 5 years of experience applying analytical processes in IT projects.
  • 3 years of this experience must be in business systems analysis and design.
  • 3 years of experience providing OCM services to government agencies.
  • 3 years of experience training large organizations.
  • 4 years of experience leading and facilitating team meetings.
  • Master’s degree from a recognized college or university, or equivalent additional qualifying experience.
  • 6 or more years of OCM experience, with 4 or more years in a lead capacity.

Cross-functional execution Partner with Product and Engineering on new payment features, launches, and system enhancements, bringing an operator’s perspective to requirements and testing. About You: Bachelor’s degree in Finance, Business Administration, or a related field (or equivalent experience). Four or more years of experience in payment operations, financial operations, fintech, or a related domain. Strong understanding of payment processing systems, transaction lifecycles, and reconciliation workflows. Proven ability to manage complexity, prioritize well, and operate calmly in a fast-paced environment. Highly analytical, with strong attention to detail and a practical, problem-solving mindset. Comfortable owning processes end-to-end and improving them as the business scales. Strong communicator who can work effectively across technical and non-technical teams.
