• Develop, implement, and maintain the Program Quality Management Plan (QMP) in compliance with Client requirements, FTA Quality Management System Guidelines, and the Client’s Quality Program Plan; submit for Client review and approval. • Lead and maintain an ISO 9001-aligned Quality Management System (QMS) for the program. • Serve as the primary authority for QA/QC governance across the team and all program participants. • Ensure quality control and assurance for delivered services and work products. • Monitor and evaluate quality performance of team, design consultants, and construction contractors. • Review and evaluate designer and contractor quality plans for compliance with contract requirements, Client procedures, and the Program Management Plan (PMP). • Recommend approval to the Client of all designer quality plans prior to implementation. • Review and approve contractor quality plans to ensure effective quality control and implementation of inspection, testing, and commissioning requirements. • Oversee QA/QC activities across all program phases, including design, procurement, manufacturing, construction, testing, and commissioning. • Manage and direct quality inspectors, field inspectors, and QA/QC personnel across the program. • Plan and execute independent quality audits to verify compliance and performance. • Track and manage nonconformance reports (NCRs), corrective/preventive actions, and quality metrics. • Provide regular quality reporting to Client leadership, including audit results, trends, and recommendations. • Collaborate with program leadership and technical teams to ensure integration of quality across all disciplines. • Implement continuous improvement processes and capture lessons learned. • Identify and mitigate quality risks across the program lifecycle.
Job Requirements
- Bachelor’s degree in Engineering, Construction Management, or Business Management or related field
- Certified Manager of Quality/Organizational Excellence (CMQ/OE) or equivalent preferred
- Additional certifications preferred (e.g., ASQ Certified Quality Auditor (CQA), ISO 9001 Lead Auditor)
- 7+ years of experience in engineering and/or quality management in a related field
- 4+ years leading quality programs on large infrastructure or transit projects
- Experience with multi-disciplinary programs (e.g. systems, vehicles, civil, construction)
- Demonstrated experience developing and implementing Quality Management Plans (QMPs)
- Strong knowledge of FTA quality requirements, ISO 9001, and audit processes
- Experience reviewing and managing contractor and consultant quality programs
