Senior NEPA Technical Specialist
EBI Consulting
• Lead technical scoping for linear infrastructure projects, including identification of appropriate NEPA pathways (CATEX, EA) and associated permitting requirements • Develop detailed scopes of work, level-of-effort estimates, and technical assumptions, ensuring alignment with regulatory requirements and project constraints • Evaluate project risks, constraints, and unknowns, and incorporate them into pricing, schedule assumptions, and execution strategy • Coordinate with technical teams (biological, cultural, permitting, GIS) to develop comprehensive and defensible project approaches • Contribute to technical narratives, regulatory strategies, and scoping documentation in support of project planning and client engagements • Participate in client and internal discussions, including scoping calls, to advise on project approach, regulatory considerations, and level of effort • Support NEPA reviews and technical deliverables as needed, providing subject-matter expertise across environmental review processes • Provide technical input during execution to ensure alignment with original scoping assumptions and regulatory approach • Advise teams on regulatory complexity, feasibility, and project approach for new opportunities
Job Requirements
- Bachelor's Degree in Environmental Science, Natural Resources Management, Environmental Studies, Biology, Geology, Planning, or related field required
- Minimum of 5–15 years of professional experience in NEPA compliance, with linear infrastructure and broadband experience strongly preferred
- Demonstrated experience developing scopes of work, cost estimates, and technical approaches for federal or federally funded projects
- Strong working knowledge of NEPA pathways (CATEX, EA), with familiarity or exposure to EIS-level analysis considered a plus
- Familiarity with federal permitting processes such as Section 404/401, Section 10, and federal land access permits (e.g., SF-299) preferred
- Familiarity with federal agency processes, including BLM, USFS, NPS, or similar, and exposure to NTIA/BEAD programs preferred
- Strong technical writing and communication skills, particularly in scoping and regulatory planning contexts
- Demonstrated ability to synthesize technical, regulatory, and logistical inputs into clear scopes, budgets, and strategies
- Experience supporting interdisciplinary coordination across environmental resource areas
