Junior Technical Business Analyst

• Support the full systems development lifecycle, including requirements elicitation, analysis, design, development, testing, and implementation of products, information systems, and business processes across multiple technical and data-driven environments • Serve as the subject-matter expert on business requirements, user needs, system functionality, and business value, advising Product Owners and representing stakeholder priorities to delivery teams • Elicit, document, and prioritize requirements using effective analytical and communication techniques to rapidly assess information and determine relevance • Translate business goals and user needs into high-quality epics, user stories, acceptance criteria, and other Agile artifacts, ensuring clarity, consistency, and testability • Partner closely with Product Owners, business stakeholders, developers, testers, and project leaders to ensure backlog readiness, alignment to product vision, and maximized return on investment • Support business intelligence and data initiatives by defining requirements for reports, dashboards, BI objects, and source systems that address key business questions and decision-making needs • Participate in strategic planning efforts, evaluate workflows, organizational processes, and technology solutions, and recommend improvements to enhance efficiency and effectiveness • Own and enforce quality standards by ensuring requirements meet the Definition of Ready and Definition of Done, validating acceptance criteria, and addressing edge cases prior to development • Monitor production issues and serve as an incident coordinator when needed, collaborating with technical teams to resolve issues within contractual service-level agreements • Contribute to recurring program deliverables and reporting activities (weekly, monthly, quarterly, and annually) as requested by program leadership • Provide training and guidance on system usage, expected behavior, and functional capabilities, and serve as an authority on defect versus expected behavior determinations.
Job Requirements
- Must possess a Bachelor’s degree in business or technical discipline and at least 2 years of pertinent Business Analysis experience supporting Federal Government Software/Application Development programs
- Must have at least 2 years of experience working within Agile Frameworks, such as Scrum or Kanban
- Must be proficient in using JIRA
- Must have client-facing (specifically with Product Owners or business Subject Matter Experts) experience in conducting backlog grooming and requirements gathering sessions
- Must be proficient in creating reasonable and accurate time estimates for assigned tasks
- Must possess excellent verbal and written communication skills to be able to interact directly with non-technical and technical client stakeholders and act in a business-to-technical translation role, including generating effective visualizations.
