Since the Interim Taliban Authorities seized power in Afghanistan in 2021, the country has been characterised by: - Bureaucratic and political restrictions on the humanitarian information environment. - Mistrust among local humanitarian actors. - Significant infrastructure constraints that limit communication, including regular internet shutdowns. Obtaining adequate information involves making time-consuming calls over the Afghan cell network, which will frequently be cut off and require repeated attempts at flexible times. When safe to do so, in-person meetings are a reliable way to transfer hard copy or verbal information. The ACAPS Afghanistan Analysis Hub is only able to fulfil its mandate of providing locally accurate and timely analysis with the support of an in-country, local data collection expert to carry out this process. Qualifications - Existing, trusting relationships with the Afghanistan Analysis Hub’s key NNGO and LNGO partners. - Expertise in data collection and analysis on the impact of Taliban decrees and directives. - Experience conducting data collection and analysis with local Afghan organisations within Afghanistan. - Experience providing technical input to ACAPS’s localised vulnerability assessment methodology. - Fluency in Dari and Pashto. - Location within Afghanistan. Requirements - Local data collection to support longitudinal report series on the impact of Taliban decrees and directives. - Total days: 40. - Start date: 01 June 2026. - End date: 30 September 2026.
