Role Description Working as a Regional Controller, you are a multi-unit controller in charge of overseeing multiple units. For each unit, you are responsible for ensuring all unit controllers correctly conduct their financial reporting including the following: - Monthly, quarterly and annual reports - Monthly and fiscal close - Internal and external audit reporting You will develop forecasts and budgets, identifying risks and opportunities. You will oversee Payroll and Human Resources administration. You will also analyze financial results for both internal and external use and track/maintain monthly P/L and balance sheet activity. Responsibilities - Collaborate with Project Manager and various key players involved in the project implementation to establish work scope and develop work strategies with proper sequence and durations to meet project master plan. - Ensure that the Project Manager is provided with support and advice on all aspects of Project Controls. - Adhere to Project Control Plan. - Coordinate and act as the primary point-of-contact to the site construction Project Controls department. - Responsible for site construction projects to comply to defined Global work processes, reports and procedures for cost control, planning, risk and document control at project level. - Ensure all projects follow global business processes and standards & ensure adherence to best-known-method project management principles following Project Execution Plan for the project delivery services. - Assist to coordinate Lesson Learned session for projects with all stakeholders. - Project Control scope includes but not limited to: - Schedule Management - Responsible for consolidation Weekly Project Report (WPR) and Monthly Project Report (MPR). - Ensure all stakeholders aligned prior to finalizing a baseline for the project. - Review and supervise Contractor Schedule in Primavera (P6) and/or Microsoft Project - Host weekly schedule review meeting with Contractor to review Schedule Control Plan, resource Plan and Efficiency Plan. - Review Contractor's Overall Schedule including subcontractors' and direct vendors' schedule. - Verify Contractor submitted Progress Measurement methods and Procedure. - Check and verify Project progress report by fields submitted by Contractor weekly. - Design overall progress chart which includes Progress chart by fields (by contract if applicable). Ensure Contractors progress measurement is aligned with company procedure. - Monitor, evaluate, and report progress, performance & trends. - Support the development and update WBS/CBS/OBS in global platform and ensure standardization is effectively used in the project schedule. - Identify potential risks / problem areas and advice Project manager as well as the management with mitigation plan weekly, monthly and quarterly. - Identify schedule Risks and Opportunities, collaborate with Project team to meet Micron's objectives by delivering projects within the timeline set out. - Ensure as-built schedule is prepared within 30 days after project achieved last key mile-stones. - Cost Management: - Responsible for consolidating Weekly Cost Report (WCR) and Monthly Cost Report (MCR). - Host weekly cost review meeting with Contractor to review Payment Progress, Potential Change Orders, Goods Receive and Cashflow status. - Monitoring of project scope including application of change-management processes. - Support in reviewing estimate and justification for change and follow accordingly to Micron's Change-Management process. - Coordinate the potential change orders and claims log and update Project Manager on the budget and fund status. - Support the development and update WBS/CBS in global platform and ensure standardization is optimally used in the project. - Coordinate and control risk factors identified during estimation process to ensure contingency drawdown is rationalized. - Identify cost Risks and Opportunities, helping collaborate with Project team to meet Micron's objectives to surpass budget expectations to deliver projects at the most optimal value. - Risk Management: - Work with Project team to identify Risk and Mitigation measures & seek Opportunities to reduce construction timeline and budget. - Change-Management: - Ensure changes are managed and approved according to CMOC process with required SCR, VO and CRI. - Document Management: - Ensure Site Document Controller adheres to the document management procedures set out. - Verify the weekly/monthly progress prior to issue for management reporting. - Ensure weekly report issued punctually on weekly basis. - Support consolidation of benchmarking data collection regularly. - Coordination status with Document Controller and verifies Document Control report. - Responsible to follow work processes, reports and procedures for cost control, planning, risk and document control at project level. - Ownership on assigned modules within Micron Project Control System (MPCS) platform for project control & ensure assigned projects to leverage on this platform for project control.
