Summary: The Senior Mitigation Analyst will provide technical expertise and analytical support for FEMA‑funded hazard mitigation and resilience programs. This role offers long‑term program stability and deep technical engagement through support of a major multi‑year state‑level mitigation initiative, providing a consistent workload and meaningful opportunities for technical impact. The Senior Analyst will develop and review BCAs, support mitigation project applications across programs such as Hazard Mitigation Grant Program (HMGP), Swift Current, and Flood Mitigation Assistance (FMA, and collaborate with applicants, sub applicants, and multidisciplinary project teams. Role & Responsibilities: Benefit‑Cost Analysis & Technical Review - Conduct Benefit‑Cost Analyses using FEMA’s BCA Toolkit (v6.0 or earlier). - Perform technical reviews to assess eligibility, feasibility, and cost‑effectiveness of hazard mitigation applications. - Review hazard data, engineering studies, documentation, and benefit assumptions. Mitigation Project & Grant Support - Oversee the lifecycle of mitigation projects from pre‑award review through final closeout, collaborating with counties, cities, state agencies, and additional stakeholders. - Draft project agreements; review and incorporate modifications until final execution. - Submit completed mitigation project applications to FEMA for funding. - Monitor active projects, track deliverables, review quality reports, process payments, and ensure compliance with program regulations. - Track and monitor project budgets and communicate financial status to clients and project management. - Assist clients with performance management of FEMA funds by assessing portfolio progress, identifying issues, and recommending corrective actions. - Oversee project inspections and closeout activities in accordance with executed agreements. - Maintain fluency in FEMA HMA guidance and other federal funding regulations, including ARPA, SLFRF, and IIJA. Data Analysis & Reporting - Collect, organize, and summarize financial and grant‑related data to support BCA development. - Prepare technical memos, summaries, recommendations, and application support materials. - Support federal and client‑specific reporting requirements. Collaboration & Stakeholder Engagement - Work collaboratively with engineers, planners, GIS analysts, state mitigation partners, and FEMA regional staff. - Communicate technical concepts clearly to both technical and non‑technical audiences. - Build strong, trusted relationships with clients, sub‑recipients, and internal teams. - Partner with Business Development to develop technical content for proposals, pitch decks, and capability statements. - Participate occasionally in meetings, presentations, or industry events to support client engagement. - Provide subject‑matter expertise during early‑stage capture or pre‑solicitation discussions when requested. Qualifications: - Bachelor's degree in emergency management, homeland security, engineering, environmental science, accounting or related field. - 10+ years of professional work experience. - 5+ years’ experience performing benefit cost analysis using the FEMA BCA Toolkit. - Extensive experience using FEMA-approved benefit-cost analysis methodologies for Hazard Mitigation Assistance (HMA) grant applications. - Proficiency with Microsoft Office (Word, Excel, Outlook), and Adobe. - Excellent written and verbal communication skills for developing reports and providing technical guidance.
