The Department of Economic Security, Office of the Director, is seeking an experienced and highly motivated individual to join our Governance and Innovation Administration (GIA) team as a Rules Analyst. This position performs duties of considerable difficulty in conducting legal research, reviewing and editing new or proposed rules, and providing technical assistance to Department staff involved in the preparation of proposed rules and developing agency rulemaking documents and reports in compliance with the Arizona Administrative Procedures Act. This position offers the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Job Duties: Essential Duties and Responsibilities include but are not limited to: • Conducting legal research and analysis of complex matters that impact DES rules, including federal and state laws, regulations, and legislation. • Preparing documents to support rulemaking and reporting packages, including cover memos and moratorium exception requests, rules package workbooks, and other supporting documents. • Conducting meetings with Divisions to advance rulemaking. • Coordinating preparation of five-year review reports. • Providing technical assistance to DES staff related to rulemaking activities, including reviewing and editing of drafts, training Department staff, and providing procedural and technical advice regarding rules. • Utilizing a visual management system to track data and progress, ensuring transparency within the Rules Unit. • Keeping the Deputy Rules Administrator informed of the status of current projects and elevating issues or potential issues for mitigation. • Conduct stakeholder input on rule-making packages. • Compiling and addressing stakeholder comments, including assisting Divisions with necessary or desired changes to the proposed rules as a result of stakeholder comments. • Interacting with other State agencies, members of the community, DES program personnel/administration, and public groups or bodies concerning various issues, topics, or problems affecting the DES rules.
