Overview The U.S. Department of the Interior (DOI), Bureau of Indian Affairs (BIA), Indian Affairs (IA) seeks Policy Review Support Services for their Division of Environmental Services and Cultural Resources Management (DESCRM) office. Personnel support will review and update various national policies and procedures regarding environmental compliance and Tribal trust asset management. With the evolving nature of regulations and the importance of Tribal trust asset management, it is imperative that the IA continuously evaluate and update policies and procedures to ensure compliance with current standards and practices. The ideal candidate will be a technical expert in the National Environmental Policy Act (NEPA) and have a broad understanding of Tribal trust asset management regulations as well as the methodologies associated with policy development, stakeholder coordination and implementation. Place of Performance and Hours of Operation Work to be performed in a remote setting (i.e., professional home office/remote work location), with normal duty hours of 8:00 AM to 5:00 PM EDT, Monday - Friday, except Federal holidays. Travel may be required. Scope of Work The work will involve reviewing and updating various policies and procedures utilized by Indian Affairs. This includes, but may not be limited to policies identified in Indian Affairs Manual Part 59 and the Indian Affairs National Environmental Policy Act Guidebook. Specific tasks will include: - Conduct a thorough review of various internal policies and procedures to identify areas that require updates and revisions. - Assist government staff to develop and draft new policies and procedures as necessary to address any gaps identified during review. - Provide recommendations for best practices and innovative measures to improve policies and procedures. - Assist in the distribution and solicitation of notices for comments on draft documents from interested stakeholders. - Assist with the response and incorporation of comments received into draft policy documents. - Provide guidance on implementation of new policies and procedures to relevant departments and agencies within the federal government. - Provide training plans, resources and PowerPoint presentations that government can utilize for training purposes. - Serve as a technical expert, demonstrating understanding of National Environmental Policy Act (NEPA). - Demonstrate a broad understanding of Tribal trust asset management regulations as well as the methodologies associated with policy development, stakeholder coordination and implementation. Functional Responsibilities of the Technical Writer are as follows: - Research, organize, write, edit, and produce data for a wide variety of highly complex technical publications. - Recommend overall organization and layout, editorial standards, and publication methods. - Coordinate publication with outside sources and vendors as needed. - Develop department editing standards and styles. - Check document for spelling, grammar, and content problems. - Interview engineers and other technical personnel, as needed. - May provide task direction to team members. Qualifications The Technical Writer must have a minimum education of a bachelor’s degree and at least three (3) years related experience to the scope of work, to include the following: - Technical expert, demonstrating understanding of the National Environmental Policy Act (NEPA). - Demonstrate a broad understanding of Tribal trust asset management regulations as well as the methodologies associated with policy development, stakeholder coordination and implementation. - Demonstrated experience conducting a thorough review of various policies and procedures to identify areas that require updates, revisions, and development and drafting of new policies and procedures (preferable experience relating to Indian Affairs or similar). - Experience providing guidance on implementation, recommendations for best practices and innovative measures that can be implemented to improve policies and procedures. - Experience assisting in the distribution and solicitation of notices for comments on the draft documents from interested stakeholders, and incorporation of comments received into draft policy documents - Experience providing training plans, resources and PowerPoint presentations to train relevant personnel on the updated policies and procedures. - Examples/Portfolio items are encouraged. The Pasture Project Technical Coordinator (PPTC) is a field-based role and reports directly to the Director of Pasture Management (DPM). They will play a pivotal role in supporting HBF’s on-farm sustainability initiatives across our farms located in ten states, and they will work closely with our farmer network on adoption of practices that promote environmental stewardship and farmer resilience. As part of the Pasture Management Program, HBF conducts initial benchmarking and annual assessment of farms participating in pasture improvement programs to determine whether program implementation is successful and to track project outcomes. The PPTC will coordinate with the DPM on farm assessments, project implementation and monitoring efforts, and will report findings to the DPM on a cadence to be determined. This role will support the efforts in the development and execution of pasture management plans created for each farm in the HBF network, which includes all HBF Nest Run farms and our Company-Owned Farms, with the goal of moving all HBF farms closer to an “Ideal Pasture” model as defined by HBF. The PPTC will collaborate/coordinate with the Director of Pasture Management (DPM) and Live Operations field personnel to verify project readiness, producer eligibility, and alignment with pasture condition targets, especially in cost-share or grant-supported work. The PPTC will also ensure that projects are monitored for on-going maintenance and reporting (where applicable) and will provide support and education for the farmers working on projects. This position entails but is not limited to the following duties: - Provide consultative support to farmers and internal teams by interpreting NRCS Conservation Practice Standards (CPS), advising on project eligibility, and supporting implementation strategies that meet compliance goals. - Conduct pasture assessments and project intake forms in collaboration with farmers to determine project needs. - Coordinate and manage pasture projects to ensure timely and proper completion. - Communicate information to the Pasture Projects Administrative Coordinator, including requirements for trees/shrubs, seeds and construction material needs, for sourcing and documentation purposes. - Conduct site visits and remote monitoring to assess project progress, support producers through implementation hurdles, and document compliance status. - Support reporting efforts and grant development by contributing technical insight, verifying feasibility of proposed projects, and sharing field-level outcomes for internal and external reporting. - Coordinate with the Data Management Team to track project metrics and ensure all implementation data is accurately captured and integrated into internal dashboards or funder reports. - Evaluate activities and test results for soil, water and air health, on-farm emissions and energy use both in-barn and in nutrient management. - Additional duties as needed. This a remote position with up to 75% travel across the Handsome Brook Farms farm network.
