Summary: The Business Development Engineer (Solutions Engineer) supports the capture and proposal lifecycle by translating customer requirements into practical, compliant, and competitive technical solutions. This role bridges business development, engineering, and proposal teams to develop innovative approaches in response to RFPs, RFIs, and other federal contracting opportunities. The ideal candidate brings a strong engineering background combined with the ability to think strategically, communicate clearly, and contribute to winning technical solutions. Responsibilities Essential Job Functions: - Analyze RFPs, RFIs, and solicitation documents to identify technical requirements, risks, and win themes - Collaborate with business development, capture managers, and subject matter experts to design compliant and competitive technical solutions - Develop solution architectures, technical approaches, and concept of operations (CONOPS) for proposal responses - Translate complex technical concepts into clear, concise proposal language for technical volumes - Support development of basis of estimate (BOE) and technical input for pricing strategies - Participate in color team reviews (Pink, Red, Gold) and incorporate feedback into solution refinement - Align solutions with customer mission needs, past performance, and organizational capabilities - Support customer engagement activities by providing technical insight during capture and pre-proposal phases - Ensure solutions are scalable, cost-effective, and aligned with contract requirements and evaluation criteria Qualifications Necessary Skills and Knowledge - Strong understanding of federal contracting and proposal development lifecycle - Ability to interpret and respond to complex government solicitations - Knowledge of systems engineering principles, solution architecture, or technical design frameworks - Strong written communication skills, particularly for proposal and technical documentation - Ability to collaborate cross-functionally with technical teams, BD, and leadership - Strategic thinking with a focus on developing winning solutions - Familiarity with compliance matrices, evaluation criteria, and scoring methodologies - Ability to manage multiple priorities and deadlines in a fast-paced proposal environment - Strong attention to detail while maintaining big-picture solution alignment Minimum Requirements - Bachelor’s degree in Engineering, Computer Science, or related technical field (or equivalent experience) - 5+ years of experience in engineering, systems design, or technical solution development - 2+ years of experience supporting federal proposals, capture efforts, or RFP responses - Experience developing or contributing to technical volumes for government solicitations - Ability to obtain and maintain required security clearance (if applicable) Preferred Requirements - Experience in a Solutions Engineer, Sales Engineer, or Business Development Engineer role - Prior experience supporting federal agencies (e.g., DoD, civilian agencies, or similar environments) - Familiarity with proposal best practices (Shipley, APMP, or similar methodologies) - Experience developing technical solutions aligned with pricing strategies and cost realism - Active security clearance - Advanced degree in Engineering, Business, or related field - Experience briefing technical solutions to leadership or customers Pay and Benefits The salary range for this position is $100,000 to $140,000 annually.
