Role Description Le service a en particulier la charge : - l'animation des programmes nationaux de l'ANCT : Action Coeur de Ville (trois communes), Petite Ville de Demain - Le suivi et animation des contrats de réussite de la transition écologique - L'instruction des dossiers déposés au titre fonds vert - L'instruction des autorisations d'urbanisme des communes non dotées de documents d'urbanisme (RNU) et l'animation d'une filière départementale auprès des services instructeurs - La supervision de la police de l'urbanisme - L'organisation de la sous-commission-départementale d'accessibilité et le portage des politiques publiques en matières d'accessibilité - Le contrôle du respect des règles de la construction - Le portage des politiques publiques liés au bâtiment durable et à la lutte contre les champignons lignivores - L'animation territoriale (portage des politiques publiques ministérielles auprès des élus) - Relai territorial de missions transverses (habitat indigne, contrôle de conditionnalité, planification, etc.) - Le pilotage de l'animation inter-service au sein de la DDTM - Le co-portage de la planification écologique En tant que chef de service, vous serez amené à : - Encadrer une équipe déconcentrée sur 3 sites - Définir la stratégie et les orientations du service - Suivre et Valider les travaux du service, la qualité des décisions et les courriers - Assurer l'expertise des dossiers délicats et sensibles - Apporter les conseils et compétences dans les domaines technique et administratif aux responsables d'unités - Représenter le directeur dans les réunions extérieures - Présider des groupes de travail thématiques et des commissions administratives - Participer aux comités de direction et désigner cadre de permanence Qualifications - Compétences techniques : connaissance des outils de bureautique, connaissance du contexte institutionnel local et national - Compétences transversales : organisation, méthode, rigueur, anticipation, réactivité, hiérarchisation des priorités, rendu compte, dynamisme, esprit d'initiative, capacité de synthèse - Compétences relationnelles : qualité d'écoute, bon relationnel, capacité de dialogue et à l'encadrement Elements de candidature Personnes à contacter : agnes.hursault@eure.gouv.fr
